COMMERCIAL IMAGERY ACQUISITION. THE PURPOSE of this Request for
Information (RFI) is to conduct market research to determine the most
efficient and cost effective commercial processes to task, evaluate,
store, and disseminate commercial imagery for geospatial and
intelligence purposes by NIMA and the US Department of Defense.
STATEMENT OF PROBLEM: Several next generation commercial, civil and
foreign remote sensing systems will be launched in the next few years.
These new systems with higher spatial resolutions, improved accuracies
and spectral capabilities will be an increasingly important imagery
source within geospatial and imagery intelligence production
environments. To take advantage of these new capabilities in order to
satisfy a growing and diverse set of customer requirements, NIMA is
seeking innovative and open systems technology in the marketplace to
reduce cost and avoid developing custom system solutions. NIMA is
seeking marketplace opportunities to achieve better efficiencies in
four categories: imagery tasking, imagery evaluation, storage and
dissemination to support US DoD geospatial and intelligence community
production. NIMA is looking for creative, cost effective approaches to
streamline these processes, not only for internal production but for
outsourced production as well. In general, NIMA seeks a common
interface for tasking procedures, an evaluation process that reviews
commercial imagery for weather and accuracies constraints, a storage
capability that can be responsive to queries and a dissemination
capability that can transmit imagery rapidly if warranted. These
capabilities, under certain circumstances, need to be available
virtually 24 hours a day and able to process imagery relatively
quickly. In addition, NIMA is interested in receiving concepts of
operations pertaining to geospatial production. NIMA would also welcome
information on how licensing structures would be affected by proposals
pertaining to the four categories. Interested parties -- entities that
have or are making substantial investments in commercial satellite
imagery acquisition or related activities -- are encouraged to submit
information regarding a high level concept of operations that will
yield the required ideas and proposals of how commercial solutions can
be used by NIMA and other DoD components to meet customer needs. This
concept of operations should identify COTS processes, the hardware and
software planned, and cost estimates. We would also be interested in
plausible options that were considered but not selected. Additional
requested information is company background and any record of
demonstrated capabilities that would substantiate success of proposed
concepts. Interested parties may respond to all or any one of the four
categories. Only written responses to this RFI will be accepted,
however, a briefing presentation may accompany the written response. No
verbal or FAXed responses will be accepted. Responses are due no later
than 2 P.M. EST, thirty (30) days after publication in the Commerce
Business Daily. NIMA plans to hold an unclassified discussion meeting
on 17 July 1997 in Merrifield, Virginia from 8 a.m. to 10 a.m. to
clarify questions/concerns regarding this RFI. NIMA will distribute a
NIMA Commercial Satellite Imagery Concept of Operations, which is a
work in progress, at that time or prior to the meeting upon request.
Parties interested in attending the meeting or receiving the NIMA
Concept of Operations prior to it, should notify Ken Popkin at least
three days prior to the meeting. Interested parties should address the
NIMA Concept of Operations and also offer viable alternative
