E-MAIL: Program Support Center, mlong@psc.dhhs.gov. This is an amendment to SOL 97D069400, which was published in the Commerce Business Daily on June 24, 1997. The due date for the receipt of proposals is extended (9 calendar days) to July 18, 1997. The statement of work is amended to delete the requirement for a Contractor to create an acceptable digital floor plan for the approximately 83 buildings which have no existing drawings. The sentence which reads: "Therefore, 83 buildings have no existing drawings and an acceptable digital floor plan must be created, 82 buildings require conversion of existing hard copy building floor plans, to a digital format, and the remainder will have usable (when converted) digital floor plans." is amended to read: "The Contractor shall convert the existing hard copy building floor plans to a digital format and the AutoCAD drawings will have usable (when converted) digital floor plans. The Contractor has no responsibility for the preparation of the digital floor plans for the 83 buildings, which have no existing drawings." Addenda to FAR 52.212-5: FAR Clause 52.219-14, Limitation on Subcontracting (DEC 1996) applies to this acquisition. The following are answers to questions submitted: Q.1) Would the government consider a team of sub-consultants along with individual offerers? A.1) The Government will consider all proposals which completely address each deliverable described in the solicitation. Q.2) Does the offerer need to be located in close proximity to the site? A.2) No. Q.3) Will unit costs be accepted for the items that have no known quantity? A.3) Yes. Q.4) Is the 15-day submittal window firm? A.4) No, the due date is being extended for an additional 9 calendar days. Q.5) How should we provide a fixed price for digitizing buildings maps if we do not know the number of floors, square footage, room density (depicting number of interior walls and dividers), etc., for each building? A.5) There are 247 building structures at this facility that equals 2.7 million square feet of which 800,000 square feet of building floor space have been found to not contain asbestos. All proposals should be based upon a minimum of 1.9 million square feet of building space. Q.6) How do we provide a fixed price for developing base maps for buildings where hard copy and digital sources do not exist? A.6) The base map already has been completed in a GIS format and an operational ArcView Project File has been created. The asbestos sampling data must be converted and reformatted to meet the GIS application requirements, support the asbestos operation and maintenance (O&M) program, and maintain ArcView standards. Q.7) How do we provide a fixed price for adjusting all maps to scale and ensure that each floor properly overlays if we do not know the differences in scale of the source materials? A.7) Building floor plans should be based on the existing digital information contained in previous asbestos surveys. The building floor plans are either hard copy (blueprints) or digitized into an AutoCAD format. The drawing scale will be determined by the offerer so that it fits the screen display. In multi-storied buildings, each digital floor plan must be hot-linked to the base map's building footprint and adjustments made to configure the ArcView base map display and attribute tables. Workable building floor plans are required to accurately locate asbestos sampling points in the GIS environment. All building floor plans must be in an ArcView compatible, digital format. The floor plans must be able to display the following features: walls (external and internal), partitions (internal), stairs, and structural features (columns). Q.8) What is the current scale and map projection of the current digital and hard copy floor plan maps? A.8) The current scale for the hard copy and AutoCAD drawings is unknown. This information is not pertinent for the purpose of submitting a proposal. The conversion process involves modifying drawing scale to best adapt the building image to a screen display with the front of each building displayed at the bottom of the screen. In multi-storied dwellings, each digital floor plan must be scaled to directly overlay all other floor plans. In cases where hard copy drawings are digitized, the same concept must be maintained for consistency. Q.9) Are the photographs that are to be hot-linked to map points available in digital format or do we need to price out the conversion of photos? A.9) Photographs are not required for inclusion in the ArcView base map. The contractor shall be provided existing digital and paper building floor plans. The digital floor plan in AutoCAD must be hot-linked to the ArcView base map footprint display and attribute tables. Q.10) Is the asbestos survey data already in a database format? If so, what is the format? A.10) The asbestos survey database is in ZIP-drive disk operating system (DOS) files. The data must be converted into a Windows-based format and uploaded into ArcInfo GIS application. Q.11) How are the asbestos sampling points currently referenced geographically? A.11) The asbestos database references eachof the sampling points by either room number or physical location within each area of the building. The sample point data must be normalized prior to addressing it with ArcView and ArcInfo GIS applications. The full asbestos survey database, required fields and records, and selected building summary information, and attribute tables, must be integrated together. For quoting purposes, assume a sample point count of 5,000. Q.12) What evaluation weight will be given to the cost proposal versus the technical evaluation criteria? A.12) The cost proposal is not weighted. As stated in the solicitation/synopsis, award shall be made to the offeror whose offer is determined most advantageous to the Government, considering the offeror's capability to satisfy the Government's requirement, price and past performance. Q.13) Is the 15 day response time to the solicitation in calendar days or business days? A.13) Calendar. Q.14) Due to the need to clarify the above issues, can the proposal due date be extended? A.14) Yes, see response to question 4. Q.15) Would the government entertain a time and materials bid based upon on an estimated level of effort. A.15) No. Q.16) Can the work be performed at contractor's facilities? A.16) Yes. Q.17) What programming languages and platforms will be used? A.17) Hard copy floor plans shall to be converted into AutoCAD (DXG or DWG) format. The asbestos database shall be converted from ZIP-drive DOS files into Windows-based ArcInfo files. All information shall be uploaded into ArcView GIS application. Q.18) What is the database format of the asbestos database? Can you send a sample of it? A.18) Reference the response to question 17. No sample will be provided. Q.19) What is the format of the source Operations and Management files? Can you send a sample of it? A.19) The asbestos database files comprise the operations and maintenance (O&M) program. Therefore, the format is the same as indicated in the response to question 17. The asbestos database shall be converted into ArcInfo and uploadedinto a ArcView GIS application. No sample will be provided. Q.20) What is the maximum page size of the hard copy building floor plans to be scanned, digitized, and loaded into the system? A.20) The maximum page size of the hard copy floor plans are standard size architectural blueprints (22" x 37"- smaller or 30" x 42" -- larger). Q.21) Can you provide a rough estimate of the total floor space area (square feet) for those buildings which do not have corresponding DXF files or hard copy maps? A.21) At the present time, an accurate count of the number of buildings or equivalent square feet in hard copy or AutoCAD formats is not available. For bidding purposes, assume a mix of one third of the buildings in each format (hard copy, AutoCAD, and buildings with no existing information). Q.22) One requirement expects "50 paper prints showing graphic locations". In what page size are these expected? A.22) Standard letter page size paper -- 8.5" x 11". Q.23) What is the Government facility to be incorporated? Is this Navy Lakehurst? A.23) Yes. Q.24) Is there an incumbent? If so, who and are they eligible to bid? A.23) There is no incumbent. Q.25) Task 1.1 "Facility Map Preparation" states that the contractor will be given a facility map to incorporate into the GIS application. Is this map already in digital format? If so, what format is it in? What is the scale of the base map? A.25) The facility map has been created in a GIS format and an operational ArcView Project File has been created as well. The format and scale of the facility map is unknown. All facility maps, even those created in ArcView or ArcInfo, are not alike. Therefore, the data from the facility map may require some degree of modification to work in the GIS application. These modifications may include, but are not limited to, formatting the facility map to meet ArcView standards, establish basic themes, attribute tables and default symbology, and straight forward coordinate transformations to comply with the New Jersey Plane System NAD83. Q.26) Would a company be allowed to perform substantial services (i.e. digitizing) required under this contract at facilities outside of the United States without violating the "Buy American Act"? A.26) The Buy American Act applies to supply contracts exceeding the micro-purchase threshold; and contracts for services that involve the furnishing of supplies when the supply portion of the contract exceeds the micro-purchase threshold.
