F -- OGRE ROAD OBLITERATION SOL R6-97-872 DUE 071697 POC Procurement and Property Management, 503/808-2581 This solicitation, previously published in the Commerce Business Daily between June 25 and June 30, 1997, has been changed as follows: 1) Wage Determination No. 77-0079 (Rev. 19) is applicable. 2) The solicitation is changed from an IFB to an RFP and includes the provision at 52.212-2, Evaluation -- Commercial Items is included. The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: i) past performance; a) quality of service, b) customer satisfaction, c) cost control, d) business relations, and e) timeliness of performance; and ii) price. Price is of lesser importance than past performance; however, the importance of price may become greater as the difference between the past performance evaluation decreases. Where past performance is determined to be substantially equal, price may control award. In addition to providing prices on items stated in the previous CBD announcement and 52.212-3, Offeror Representations and Certifications, the offeror shall provide a list of major contracts completed in the past three years for similar work.
