properly address requests for solicitations in accordance with this
CBD notice will result in non-receipt of the solicitation package.
Failure to properly address bids/offers in accordance to solicitation
instructions may result in a late bid which cannot be considered.
Written, fax, or electronic requests for solicitation packages are
accepted. No telephone requests will be honored. Requests for copies of
this solicitation should include your commercial and government entity
(CAGE a CAGE code has been assigned to you) along with your name,
address, data fax number, and solicitation number. The fax number for
requests is (309) 782-4803. Information can also be obtained through
(AAIS) Automated Acquisition Information System on the Internet. All
IOC solicitations are available for viewing/downloading, in addition to
procurement history, via the AAIS. Prospective customers may access the
IOC Home Page at http://www-ioc.army.mil/. All current and future users
of AAIS are encouraged to access the system using the Internet. Access
via the modem will soon be discontinued. For a short time, the AAIS
will remain accessible electronically 24 hours a day via modem at (309)
782-7648. Terminal emulation should be VT100, no parity, 8 data bits
and 1 stop bit. Once connected, enter "AAIS" at the "LOGIN" prompt. At
the "PASSWORD" prompt depress the "ENTER" key. If electronic means is
not possible, procurement history will be provided telephonically at
(309) 782-8094 on a limited basis. The U.S. Army Industrial Operations
Command has a requirement to administer and market Louisiana Army
Ammunition Plant (LAAP). Therefore, the awardee must perform
maintenance of the inactive facilities (MIIF) but be prepared to
activate and operate the Y-Line which produces metal parts in the event
of a replenishment situation. The awardee must be aware that although
the efforts contained in this request for proposal (rfp) are only
direct funded requirements at this time, the Army intends to award this
RFP as a firm-fixed price/cost reimbursable delivery orders to a Basic
Oedering Agreement (BOA) for services. A no cost facility use contract
which includes efforts such as the following will also be executed
between the awardee and the Army simultaneously with the delivery
orders and BOA: Security, Management of Government Property in
Possession of Contractor, Environmental Compliance, Safett, etc. The
foregoing should be taken into account when preparing the RFP. At the
timepotential offerors request this RFP, they will receive not only the
RFP but copies of the proposed BOA and facilities use contract. The
facilities use contract arrangement should qualify the successful
offeror for potential funding under the Armament Retooling and &
Manufacturing Support (ARMS) initiative. The awardee shall be
responsible for marketing the facility for commercial purposes under
the ARMS initiative. The objective of the ARMS program is to reduce or
eliminate the Government's overall operation and maintenance costs of
the plant and generate additional revenue to offset efforts at LAAP
and share with the successful offeror. This entire acquisition process
will be awarded under the Best Value Contracting process as described
in Sections L and M of the RFP. A preproposal conference is in the
process of being planned tentatively for mid Aug 97. Interested parties
will be allowed two attendees per firm. Further details will be
provided in the RFP. Only contractors who can demonstrate relevant and
