Serena Boyd (202) 219-8706, Contract Specialist. The Department of
Labor, Employment and Training Administration (DOL/ETA) is soliciting
bids for the laboratory testing of Job Corps students who may have been
infected with the AIDS virus -- Human Immunodeficiency Virus (HIV).
Tasks to be accomplished by the contractor include: 1) Provide each
center with supplies and equipment as needed for collection and
preparation of blood specimens; 2) Arrange for pickup/delivery of
specimens from urban, suburban, and rural centers including sites in
Alaska, Hawaii, and Puerto Rico to lab; 3) Code specimens to ensure
confidentiality, in a manner approved by lab and Job Corps National
Health Staff; 4) Analyze specimens by the ELISA test and by WESTERN
BLOT for confirmation of ELISA positive tests; 5) Report individual
test results to specific designated center staff; 6) Report Job Corps
wide results to National Office of Job Corps; 7) Assume responsibility
for quality control of laboratory procedures; and 8) Provide monthly
billing to the National Medical Director, Job Corps. The period of
performance for the prospective award will be twelve (12) months from
the date of execution with four (4) option years at the Government's
discretion. Issue date of the Invitation of Bids will be July 21, 1997.
The bid opening date will be August 22, 1997, at 2:00 p.m. local time.
Requests for IFB must be in writing and reference IFB-97-DAA-47. IFB
will be available approximately 15 days after date of publication, on
a first-come, first-serve basis until supply is exhausted. Telephone
requests will not be honored. Bids are to be sent and/or hand delivered
to the above address to the attention of Serena Boyd. Faxed bids will
