Facilitate development and preparation of a comprehensive management plan for Lake Ophelia and Grand Cote National Wildlife Refuges, Marksville, Louisiana. This is a total small business set-aside. A comprehensive management plan is a document which provides a description of the desired future conditions and long-range guidance for the Refuge Manager to accomplish purposes of the National Wildlife Refuge System and the refuge. These plans establish management direction to achieve refuge purposes. The study area for the plan includes Avoyelles and Rapides Parishes in central Louisiana, approximately 43,000 acres. Selected contractor will be responsible for completing the following: (1) facilitate planning meeting with planning team; (2) coordinate information gathering activities; (3) analyze resource relationships with team support by compiling maps and data, developing objectives, identifying management and funding strategies; (4) facilitate 2 focus group meetings with other interests (i.e. Farm Bureau, Drainage District); (5) conduct an alternatives workshop with the planning team; (6) develop the preferred plan; (7) prepare the draft Comprehensive Management Plan report; (8) present alternatives and draft plan summary report at a public meeting; and (9) produce the final comprehensive management plan document. Performance period shall start on or about September 1, 1997 and all work shall be completed by September 30, 1998. Award of a purchase order will be based on evaluation of technical factors and cost, with both having equal importance. Evaluation factors, in descending order of importance, are as follows: 1. Experience of firm -- must demonstrate at least 5 years experience in planning (environmental, landscape or site); 2. Technical approach -- provide a detailed description of projected approach to comprehensive management plan for refuge. Description not to exceed three typed pages. and 3. Past performance-provide references (names and telephone numbers) from at least 3 previous similar projects.
