The Federal Transit Administration (FTA) intends to award multiple (10-14) contracts with qualified firms to provide Project Management Oversight (PMO) services. PMO is the monitoring of a project's progress in order to ascertain whether the project is on time, within budget, in conformance with design criteria, constructed to approved plans and specifications, and efficiently and effectively implemented. Successful firms will be awarded five-year cost-plus- fixed-fee type contracts under which FTA will issue work orders for particular projects or project clusters. The duration and level of each assignment will vary according to the size and status of each project. FTA intends to obtain PMO services on specific projects including rail modernization, new start construction, and other major capital projects deemed appropriate by FTA. The projects to be monitored vary in size from $30,000,000 to over $1,000,000,000. Each work order will be tailored to the nature and level of the specific project. Work orders will be assigned on an equitable basis, with consideration of any conflicts of interest. FTA will attempt to assure that each firm will be assigned equal dollar shares of work but FTA cannot guarantee that each firm will be assigned the same level of work. Total estimated level of effort for all anticipated work will be 900,000 to 1,260,000 professional hours (90,000 hours for each contract). A goal of 13 percent has been established for this procurement for participation by or subcontracting to small business concerns and small disadvantaged business concerns. This goal is applied to the total cost of each contract. To ensure that selected firms have the specialized experience, each firm must have at least two persons from each of the following disciplines: Electrical or traction power engineering, mechanical or vehicle engineering, signals (railroad or transit) engineering, communication (railroad or transit) engineering, cost estimating, project scheduling, quality assurance engineer, value engineeringspecialist, civil engineering and structural engineering. In addition, the firm must have at least one work experience in project management or construction management, for a project with a construction value equal to or greater than $20,000,000, in one of the following areas: civil project, fixed guideway transit project or railroad project. The information contained in your technical proposal and oral interview will be evaluated using the criteria listed below. The Government will then request a cost proposal from the firms considered to be the most qualified to perform the required services. Technical proposals received on or before COB forty five calendar days after publication of this announcement will be considered for a selection to a limited list of qualified firms to be interviewed. In the event the 45th day falls on a weekend or holiday, the date of receipt will be COB on the next work day. Any previous submission of qualification data will not be considered in this evaluation. Technical proposals must be submitted specifically expressing interest in this solicitation. This notice is not a request for cost proposals. No other general notification of this solicitation will be made. The Government reserves the right to make awards based upon this solicitation.
