intends to negotiate a sole source requirement with the Air Resources
Research Consortium (ARRC) for Library support. This library will be
located at North Carolina State University (NCSU), North Carolina
Agricultural Research Services, Department of Plant Pathology. The
Period of Performance shall be August 1, 1997 through July 31, 1998. A
fully qualified librarian with computer skills is required to run the
library. The ARRC Library is a unique facility that provides support
to the Environmental Protection Agency (EPA) by supplying reference
material for the development of vegetation portions of the Criteria
Documents for the National Center for Environmental Assessment (NCEA)
and for the Staff Papers of the Office of Air Quality Planning and
Standards (OAQPS), which are developed from the Criteria Documents. The
Library is extensively used by graduate students and faculty at NCSU,
and to a lesser extent by students and faculty at UNC and Duke. In
addition, the Library is used by researchers in the field throughout
the U.S. and Canada, and to some extent by research scientists in
foreign countries (i.e., Japan, South Korea, German, UK, Sweden, and
others). The Library maintains a substantial number of listings on
acidic deposition effects on aquatic systems. The Library has over
30,000 hard copies of research and review papers as well as a
reasonably complete file of "gray" literature, that is usually not
available with extensive cross referencing and key word search
capabilities. The contractor, shall provide support to the EPA
ecological research programs by providing material and resources from
its unique Air Quality Library collection. The contractor shall provide
the following: (1) Bring the library back up to its full potential as
rapidly as possible following the reduced operation during the last two
years. (2) Continue search of all sources of literature on the effects
of air contaminants on terrestrial system. (3) Incorporate new found
literature into the reference bibliography with extensive keywording.
(4) Obtain and incorporate into the ARRC Library hard copies of the
newly found references. (5) Update the computer capabilities of the
library and establish a "home page" in order to make information
available "on-line." (6) Produce a monthly update of new acquisitions
to the library. Initially, this shall be hardcopy only, but as the
computer "home page" is developed, it shall appear on the "home page"
and be available to scientists throughout the country needing the
services of the library. (7) Run literature searches, as required,
based on key words supplied by EPA personnel in writing or by phone who
are authorized by the EPA Project Officer. (8) Provide hard copy or
E-mail search results to the EPA requestor. (9) Supply copies, as
required, of individual reference requested by EPA personnel who are
authorized by the EPA Project Officer. (10) In addition to the hardcopy
monthly update (item6) a brief monthly report shall be submitted to the
EPA Project Officer containing a short summary of the progress of items
1-5, a brief numerical summary of requests and responses to items 7-9,
and problems (if any) encountered. Any written response to this notice
must be received no later than 15 days after publication of this
synopsis. In order to be responsive, the correspondence must be
accompanied by a written narrative statement of capability and
qualifications, including detailed technical information sufficient to
permit agency analysis in order to determine a bonafide capability to
meet the Government's requirements. Responses without the required
documentation will be considered non-responsive. This is NOT a formal
notice of solicitation. No telephone or facsimile requests will be
