Pilot School (TPS) spin evaluations, using two MB326M aircraft's.
Anticipated period of performance between 11- 29 Aug. 97. Contractor
shall provide an estimated 28 sorties of approximately 1.2 hours per,
to include providing a safety instructor pilot per aircraft and a
qualified ground crew for maintaining both aircraft's. In addition, the
contractor shall provide ground training, cockpit familiarization
training (including egress seat training), and a pre-flight/debrief for
each sortie. Safety instructor pilots must have the following
qualifications: Letter of Authorization (LOA) from the FAA; Airline
Transport Pilot (ATP) or equivalent flying time; Civil Flight
Instructor (CFI) preferred/or prior military instructor pilot; A
minimum of 1,000 hours in military fighter/trainer type aircraft to
include instruction time; Current in aircraft as per FAR (Federal Air
Regulation) Parts 61 and 91; and qualified to instruct in the back
seat. Aircraft documentation: The contractor maintains liability for
any damage or loss of the aircraft. Contractor shall obtain/maintain
and keep current the following documents, mail/fax copies to TPS prior
to arrival for the session (DD Forms only), and have them available
for inspection at all times while aircraft are at Edwards AFB: DD Form
2400, Civil Aircraft Certificate of Insurance; DD Form 2401, Civil
Aircraft Landing; DD Form 2402, Civil Aircraft Hold Harmless Agreement;
and FAA airworthiness certificate, weight and balance, and maintenance
logs. The place of performance will be at Edwards AFB or at the
contractor's facility within 1 hours driving distance from Edwards.
This acquisition is being accomplished under FAR part 12 procedures,
Acquisition of Commercial services. This requirement is unrestricted.
SIC Code is 8299. Size standard is $18.5M. All interested offerors may
