Provide materials and services necessary for the Construction of a U. S. Coast Guard Aids to Navigation (AToN) Support Facility at Red River Lock and Dam No. 3, Colfax, LA. The work includes, but is not limited to, construction of a new support building, upgrade of the existing wharf, utilities, paving, and an additive item for a mooring dolphin. All work shall be accomplished in accordance with Specification No. 08-A6001 and Drawing No. 08-A6001 (sheets 1 -- 20). All work shall be completed within 270 calendar days after Notice to Proceed. Plans (half-size), specifications, and all necessary bid documents will be available July 24, 1997 and may be obtained by forwarding a check in the amount of $34.00 per set (non- refundable) made payable to Ridgway, Inc., 5001 Cleveland Street, Virginia Beach, Virginia 23462. To receive a solicitation and be placed on the bidders' list interested parties must submit a written request and payment to Ridgway, Inc. Do not send payment for packages to the U. S. CoastGuard. Bid opening for Solicitation No. DTCG47-97-B-3EFK17 is August 26, at 2:00 p.m. in Norfolk, VA. Estimated construction cost is between $250,000.00 and $500,000.00. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-owned and Disadvantage Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
