Propose step ladder quantity pricing by year in the following increments: 200 to 1000EA, 1001 to 2000 EA, then in increment of 2000 from 2001 through 30000. This solicitation is issued as an RFP. RFP is being solicited on a full and open competition basis using "Brand Name or Equal" Salient Characteristics and Statement of Work (SOW) in order to award a firm-fixed price indefinite delivery indefinite quantity contract with options for a five year performance period(CLINs 0002,0003,0004,0005) data CLIN 0006- NSP. Delivery will be indicated in individual delivery orders. It is anticipated delivery will be required as follows:5 units from the initial production run (for testing) 60 days from (CAD), 500 units 90 days from CAD, balance of 500 each month thereafter until the MIN QTY is complete. Inspection, acceptance, delivery shall be FOB Origin(GBL and TAC code will be provided in delivery orders). Options may be exercised 5 days prior to the completion of the prior ordering period. Over the performance period of this contract, the Gov't is not obligated to procure more than the MIN QTY. SIC code 3812 # of Emp 750. This is a combined synopsis/solicitation for commercial items IAW with FAR 12.6. This announcement constitutes the only solicitation; proposals are being requested a written solicitation will not be issued. The provisions and clauses are those in effect through FAC 90-45/DAC 91-11. The following provisions apply to the solicitation: 52.212-1, Instructions to Offerors-Commercial as Addended: In addition to Para (b) (4) Provide test data, (b) (10) Past Performance (PP): Describe same or similar unit(s) provided in the past two years also provide information for tracking warranty. Describe your process for selecting and utilizing small/small disadvantaged businesses. Discuss subcontracting goals and actuals in terms of % of $ contract. Provide test data (if available). Provide integrated support plan for technical data, supply support and reliability as described in SOW. Provide at least three customers for the same or similar system, for the past three years. Addended Change Para. (a) To add:The Gov't intends to make a single award to the responsible contractor whose proposal is the Best Value to the Gov't considering the following factors: Technical -- Brand Name or Equal, past performance, and price. Gov't will evaluate how well the offerors technical and logistic approach supports the needs and objectives defined in the statement of work meet and the salient characteristics of the "Brand Name or Equal" item(s). The Gov't will evaluate your proposal, testing, standard commercial warranty, and the method/feasibility of any modifications you propose to your existing modified commercial system. Past Performance: The Gov't will evaluate the offeror's compliance with previous contractual requirements. Actions evaluated will be three years old or less. The Gov't will evaluate in terms of quality, production schedules,financial /performance, supply support and customer input. The Gov't will evaluate the subcontractor use and capabilities to meet the requirements.Price. A weighted average will be used in evaluating the stepladder pricing based on the offeror proposed prices. The Gov't will not be obligated to procure more than the MIN requirement of 5,100. The Gov't's MAX amount is based on the anticipated procurement requirements. Pricing is required to be balanced and the price must be fair and reasonable for the supplies proposed in accordance with FAR 15.8. Propose Lot I and Lot II. Technical is slightly higher than past performance. Price is not weighted but it will not be ignored. The degree of importance of the Price will increase with the degree of the equality of the proposals in relation to the other factors on which selection is based. Award will be made using a "Best Value" approach which considers the balance of above listed Brand Name or Equal, technical capability, past performance, and price factors that will provide the "best value" to the Gov't. Customers may be asked to respond to questions and the Gov't will evaluate customer responses. Failure to submit past performance for like or similar items for the Gov't to evaluate shall be considered certification (by signature on the proposal) that the contractor has no past performance. Offerors shall be required to have made the same or similar items within the last three years. Offerors shall submit a complete price proposal consisting of all CLINs. Infrared Target Pointer/Illuminator/Aiming Light (ITPIAL), Insight Technology Inc. Part Number ITP002 with safety switch or Equal, in accordance with salient characteristics listed below: Dual Laser Device with aiming light and illuminator: 1.Can be hand-held or weapon-mounted. 2.Shall have single mode selector switch which allows operator to select one of six modes: 1) OFF, 2) AIM (LO)*, 3) AIM (HI), 4) ILLUM, 5) DUAL (LO)*, 6) DUAL (HI). (corresponds to Eye-safe Mode via switch). 3. Shall have integral momentary FIRE switch and a connector at rear of system for use of a remote switch. A green LED shall indicate that the ITPIAL is emitting laser radiation. Eye-safe Mode:Aiming light and illuminator will have eye-safe mode of operation defined as having a Non-Ocular Hazard Distance of 0 IAW ANSI Z136.1-1993. High Power Mode: Aiming Light will have output power of 25 mw ( 10 %) continuous IAW ANSI Z136.1-1993 (Class 3b laser). Illuminator will have output power of 30 mW (+50, -20 %) continuous IAW ANSI Z136.1-1993 (Class 3b laser). Minimum Range in Starlight Conditions: Both aiming light and illuminator shall have a minimum range of 600 meters in the eye-safe mode and 2,000 meters in the high power mode (narrow beam mode for the illuminator). Beam Divergence/Width : The aiming light will be a narrow beam laser with a beam divergence of 0.5 mrad ( 0.3 mrad). It will also have a beam width of less than 2 cm. at 25 meters. 1.The illuminator shall have a variable divergence beam via a one inch diameter knurled housing. The beam shall be variable from a min. ofno more than 1 mrad. To a max. no less than 105 mrad. The total range shall be adjustable through a maximum of two 360 degree rotations of the knurled housing. The laser illumination field shall be circular in shape: no hot spots or secondary beams shall be detectable with NVGs under any conditions. In the narrow beam mode, the beam width shall be less than 2 cm. at 25 meters. The illuminator shall be able to illuminate a 10-meter (diameter) target at ranges from 60 to 900 meters in starlight conditions. A capability to diffuse the beam will be provided which will allow the total illumination of a 20x30x8 foot enclosure. The ITPIAL shall have an output peak wavelength of 830 nm (+20, -10 nm) at ambient temperature. The ITPIAL shall operate on standard military, non-rechargeable batteries, BA-3058/U, (AA). The ITPIAL shall maintain output power requirements while in DUAL HI mode operation on a single set of batteries for a minimum of one hour at ambient temperature. The ITPIAL will weight no more than .75 pounds not including batteries and mounting brackets. Boresight/Zero -- The aiming light will:1.be capable of being boresighted/zeroed with its supported weapon and must maintain boresight/zero on its assigned weapon during transport.2. be capable of repeating boresight/zero after removal and reinstallation on its supported weapon. 3. be capable of boresight/zero on a 25-meter target in twilight and night conditions. An adjustment filter will be provided which will reduce the beam intensity to a point where the halo effect will be minimized at 25 meters when viewed by a Gen III image intensification device on a standard M16 zero target. The illuminator will be capable of being boresighted with the aiming light and its supported weapon. Boresight Retention: The ITPIAL shall retain a zero position within 0.5 mrad. After being subjected to the shock of 500 rounds through a M-16 A1/A2/A3 rifle and 500 rounds through the M2 0.50 caliber machine gun.Each laser source shall be independentlyadjustable. Both Azimuth and Elevation adjusters shall rotate 10( 1) revolutions stop to stop with audible and tactile detents. The adjusters shall move the beams at a rate of 0.4 mrad/click. Each adjuster shall be marked to display "point of impact" movement used in the zeroing procedure. Each adjuster shall have a Neutral position (5+2 revolutions) and marked with a white dot indicating that the beam is within 1 mrad. of the optical axis of the laser. Size: The ITPIAL shall not be greater then 6.75 inches in length (parallel to laser beam axis), 4 inches in width (W), and 1.4 inches in height (H).Exit port covers (permanently attached to ITPIAL at two or more points) shall be provided for each laser port and prevent access by any part of the body to any laser radiation in excess of the ANSI Z136.1 exposure limits for Class 1. The exit port for the illuminator shall include a diffuser for wide angle (45 degree) illumination. Exit port covers shall not degrade performance of the ITPIAL nor interfere with laser or weapon operation while in an open position. The ITPIAL will not emit any noise that is detectable in any direction within five meters. A remote switch with a length of 20 inches shall be provided which shall have momentary on pressure switching capability. An external toggle switch capable of mounting to the remote plug or an internal feature accessible by "double-tapping" the integral or remote ON/OFF switch. A soft carrying case constructed from a black, lightweight, waterproof fabric which will hold the ITPIAL assembly, at least one mounting bracket, spare batteries, remote cable switch, and operator's manual will be provided.The rail grabber shall allow attachment of the ITPIAL to the accessory mounting rail. The rail grabber shall not exceed 2.5 inches in any dimension. The ITPIAL/rail grabber shall interface to all four quadrants of the M4 Rail Interface System (RIS) and shall not exceed a weight of 2.5 ounces. Markings shall indicate battery orientation. The Mode switch shall be clearly marked to allow identification of the position of the switch both day and night. The ITPIAL will have a non-reflective coating on any exposed parts. Must survive normal military methods of transport, e.g., Infantry Fighting Vehicles, Main Battle Tanks, HMMWVs, cargo aircraft, helicopters, low velocity air drops, and air drops with individual Soldiers. The ITPIAL shall have Compatibility to:attach to U.S. Army Standard Rail (MIL-STD-1913) using standard rail grabber with appropriate spacers. use those mounts developed for the AN/PAQ-4. 2. be employed with the following weapons: threshold- M16A1/A2, M4, M249, and Modular Weapons; objective- M136, M203, M60, M240B, M2 and MK19.be compatible with the MILES system.Environmental: Must be operable in hot, basic, and cold climatic conditions, as defined in Army Regulation 70-300. It must meet the following tests:High Temp:Operating +51 C/Storage+71 C.Low Temp:Operating -32 C/Storage -57 C.Temperature Shock (non-operational) : -57 C to +71C in a 5 minute period.Relative Humidity: 94 4% at range from +23 C to +65 C for up to 10 days.High Intensity Shock (non-operational): 3 half sine pulses of 1msec.( 5%) duration in the horizontal, vertical and optical axes; shock pulses have amplitude of 400g 15%.Vibration (non-operational): power spectral density of up to .015 g/Hz. over f= 10-500 Hz. Test duration shall be 30 minutes per axis.High Altitude: Operational at altitude of 10,000 ft. and -54 C/ Storage at 50,000 ft. and -57 C. Transit Drop: 3 drops minimum of 48 inches on each corner, edge, and face.Salt Fog: IAW MIL-STD-810D, Method 509.1, Procedure I.Sand and Dust: IAW MIL-STD-810D, Method 510.1, Procedure I. Immersion (non-operational)-Soaked at +45 C ( 5) and immersed at minimum depth of 66 feet for 120 minutes.The ITPIAL will conform to applicable human engineering, system safety, and health hazard design criteria. It shall eliminate or reduce to an acceptable level all safety hazards and include, to max. extent possible, radiation safety provision of FDA Standard (21 CFR 1040.10; 1040.11). In addition, it shall:be capable of being attached/ detached from weapon mount and operated while using cold weather or Mission Oriented Protective Posture (MOPP) gloves.incorporate sound human engineering principles and will facilitate use by the 5th through 95th percentile environmentally clothed Soldier (including NBC and cold weather clothing). 1. allow for both left-handed and right-handed operators. Human performance requirements for operation, maintenance, and training will not exceed the physical and cognitive capabilities of the operators and maintainers.1. facilitate portability with regard to the weight, shape and size of the ITPIAL. The ITPIAL shall contain the following labels: full name and address of manufacturer, laser model # and NSN, place, month and year of manufacture DANGER label attached near exit ports with the statement: "INVISIBLE LASER RADIATION, AVOID DIRECT EXPOSURE TO BEAM". The label shall include maximum output power, wavelength, laser type and laser class as determined by ANSI Z136.1. Other System Characteristics: The ITPIAL shall: 1. be NBC contamination and decontamination survivable with the exception of rubber and canvas replaceable items.2)require no special tools or equipment to support, except minimal tools (e.g. Allen wrench). 3)be designed to have no adverse effect on Soldier survivability. 4)be durable enough to withstand typical shock, vibration, and general rough handling that is incurred in the operational combat environment without exhibiting the premature failures to function properly. DPAS rating is DO-A2.
