69 -- DEVICE 9D5 MULTI-PLACE UNDERWATER EGRESS TRAINER BLOCK UPGRADE OF SEVEN TRAINING DEVICES SOL N61339-97-R-0034 DUE 073197 POC Ms. Mary Lu Valentine, 407-380-4155/Contracting Officer, Mr. Ronald Dillon, 407-380-8385 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the federal acquisition regulation (far), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; request for proposals are being requested and a written solicitation will not be issued. Solicitation number N61339-97-R-0034 is issued as a request for proposals (rfp). All referenced to "offers" are understood to be "proposals". The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular 90-45. This acquisition is Unrestricted Full and Open Competition. Lot I will include Contract Line Item Number, CLIN 0001 (modification kits) and will consist of: CLIN 0001AA, one each, fabricate, install, and test prototype seat modification kit (stroking seat, heels, and platform) in device 9D5A at NAS Pensacola, FL., Total Cost $__ __. CLIN 0001AB, one lot, deliver seat pedestals for device 9D5A at NAS Miramar, CA. Total cost $__ __. CLIN 0001AC, one lot, deliver swivel seat modification for devices 9D5A at NAS Miramar, CA and Pensacola, FL. Total cost $__ __. CLIN 0001AD, three each, deliver modification kits (stroking seat, heels, and platform) for device 9D5A at NAS Miramar, CA, and devices 9D5B at NAS El Toro and Lemoore, CA. Unit price $__ __; total cost $__ __. Also included is CLIN 0002, technical data, total cost $__ __. Lot II, Clins 0003 (modification kits) will be an option for three additional modification kits (swivel seat, stroking seat, heels, and platform) for devices 9D5A at NAS Norfolk, VA, Cherry Point, NC, and Jacksonville, FL, unit price $__ __; total cost $__ __. CLIN 0004, Technical Data, total cost $&llmdash;_ __. The government reserves the right to exercise lot II option for any or all the items set forth above at any time up to 12 months after contract award. Delivery of all items shall be FOB Destination. RESPONSES TO THIS RFP MUST BE RECEIVED BY 31 July 1997 AT 4:00 P.M. EASTERN STANDARD TIME. Delivery and finance addresses will be provided upon award. This is a firm fixed price requirement (FFP). Offerors are required to document past performance suitably and provided opportunity for verification. Offerors are required to describe the systematic approach to meeting the objectives of the device 9D5 block upgrade effort. (1) describe the system design, performance and how the complete system will achieve stated objectives. Ensure that all statement of objective (SOO), and RFP requirements are addresssed. (2) the proposal shall describe, in detail, experience with designing and installing this type of hardware. (3) the proposal shall provide all applicable warranty information. (4) the proposal shall provide all applicable testing, reliability and maintainability information. Offerors will be evaluated on technical approach, price, past performance, reliability/maintainability, and warranty. STATEMENT OF OBJECTIVES: 1. Objectives of the Device 9D5 modification program are to procure production kits (1 each) for 9D5A trainers (Norfolk, Cherry Point, Jacksonville, Pensacola, and Miramar) and for 9D5B trainers (El Toro and Lemoore) which include the following: a. Two Simulated Crashworthy (Stroking) Seats for the front seats (cockpit) of each Device 9D5. Design objectives include provisions for: 1. Seat position change between 10-12" with ability to lock in full up and full down positions. 2. Automatic initiation of stroking, defeatable by instructor 3. Safety in all modes; including prevention of students feet from being beneath seat prior to stroking, and a safe descent rate. 4. Automatic locking of seat in lowered position following stroking with means of diver release of seatlocking in emergency situation. 5. Seat return to original, locked position within two minutes or less. 6. Provision for Single Point Restraint System (Pacific Scientific P.N. 111136, Government Furnished Equipment, to be installed by the government.) b. Modification of two forward seats in the rear section of the fuselage in the DV 9D5A to configuration of the forward two seats in the rear section of the 9D5B. Objective is to reposition seat from facing inward to facing forward and vice versa within one minute. c. Redesign student entry platform. Objective is to prevent interference with the fuselage during lifting. d. Fabricate two (2) rear seat pedestals for the 9D5 device at Miramar. e. Helicopter Emergency Egress Lighting System (HEELS) for main door exit, to simulate the HEELS installed in actual aircraft triggered by impact forces or low rotor rpm. Objectives include automatic and manual operation and illumination of HEELS when fuselage changes speed during descent into pool. f. Interchangeable Simulated Helicopter Emergency Egress Release Mechanisms for all windows and doors to simulate the P-3, E-2, C-130, T-39, H-3, H-46, and H-60 aircrafts. Objectives include non-interference with safe student egress, capability of changing all exits to a different configuration within 15 minutes, indication to divers/instructors that release action was performed, and resetting of all release mechanisms in one minute or less. 2. Additional Objectives: a. Components shall be reliable for repetitive cycling in an underwater, chlorinated pool, environment. b. Components shall include mounting hardware and any special tooling. c. Kit incorporations to both Miramar and Lemoore to include installation of seats and support pedestals for two positions (5 & 6) in rear section of the fuselage. Seats (both sites) and support pedestals (Lemoore only) will be provided. 3. Prototype kit is to be installed and tested at NAS Pensacola prior to fabrication of production units. Testing shall be conducted using a 200 pound load for eighty (80) cycles. Production units shall be tested with a 200 pound load for twenty (20) cycles. Seats and student entry platform will be tested for proper location and operation. 4. Modification must be totally documented and maintainable. All new fabrication, assembly drawings, wiring diagrams and installation instructions shall be provided in electronic media. Liaison with the NAWCTSD Integrated Logistics Support Manager (ILSM) and the support contractor for the NAWCTSD Library shall be provided. The support contractor will attend installations. All operations, maintenance and technical support data generated as a result of the block upgrade effort shall be furnished to the support contractor for incorporation into the Integrated Logistics Support (ILS) library. Any changes or deviation as result of hardware configuration differences will be identified to the ILSM. Any special maintenance or safety related issues shall be identified to the ILSM. The contractor shall assist the ILSM in identifying changesrequired for the existing documentation. In addition, all safety and maintenance information necessary to ensure all safety and maintenance requirements are addressed shall be provided. 6. Modification design, fabrication, shipment, installation, and testing of all kits, shall be completed no later than 6 months after contract award. The Government shall monitor progress on the contract utilizing a cooperative Integrated Project Team approach.
