The FISC Norfolk Detachment Philadelphia intends to solicit on a full and open competitive basis telecommunication support service for Naval Air Station (NAS) Corpus Christi, NAS Kingsville, and Naval Station Ingleside, Texas. The telecommunication support service includes but is not limited to: identifying capabilities and deficiencies of current systems/configurations, evaluating data telecommunications network concepts and designs, analyzing the performance and operation of telecommunications systems, installing, testing and tuning hardware and software, diagnosing and correcting hardware and software problems, configuring hardware and software, providing technical support of hardware, software and peripherals, installing, relocating and/or removing subscriber telephone instruments and associated equipment, locating, identifying and tagging inside/outside telecommunication cabling, installing, relocating and/or removing inside and outside fiber optic and/or copper cabling, installing fiber optic and/or copper cable cross-connects, developing CAD drawings of base telecommunications cable plants, providing training, providing miscellaneous material, and providing technical support and hardware of interfaces to voice and data communications networks. The services are to be provided on a time and materials / labor hour basis. The estimated level of effort is 19,311 man-hours annually. The estimated level of effort will be distributed among the following labor categories: Project Manager, Telecommunications Engineer, Telecommunications Senior Technician, Telecommunications Journeyman Technician, and Telecommunications Cable Splicer. Services are required for the period 01 October 1997 through 30 September 1998 with four one year options. The solicitation will require the submission of cost/price and technical proposals.
