solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Request for Proposals are being requested and a written
solicitation will not be issued. Solicitation 52SBNB7C1184 is issued as
a Request for Proposal. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. This action is being done under Simplified Acquisition
Procedures. The Standard Industrial Classification (SIC) code is 8733.
The small business size standard is $5 million. The National Institute
of Standards and Technology (NIST), intends to award to Cambridge
Crystallographic Data Centre, 12 Union Road, CB2 1EZ, United Kingdom on
a sole source basis because Cambridge is the only organization in the
world that collects, critically evaluates, and computerizes
crystallographic data of organic and organo-metallic compounds. The
Centre acts as one of a set of non-overlapping, cooperating
crystallographic data centers, located throughout the world. CLIN 0001
BASE YEAR: NIST Standard Reference Data desires to have supplied to
them on a yearly basis critically evaluated crystallographic data for
organic and organo-metallic compounds. These data are to be extracted
from the published literature from the preceding year. All
crystallographic data for each compound, except for x,y,z for
positional parameters, is to be supplied as specified in NBS Technical
Note 1141. The computer format supplied are to be critically examined
in terms of their scientific correctness, as well as in terms of their
accuracy as extracted. It is anticipated that each year about 12,000
entries will be supplied. CLIN 0002 OPTION YEAR 1: Supply approximately
12,000 additional critically evaluated data for organic and
organo-metallic compounds. These data are to be extracted from the
published literature from the preceding year. All crystallographic data
for each compound, except for x,y,z positional parameters, is to be
supplied as specified in NBS Technical Note 1141. All data supplied are
to be critically examined in terms of their scientific correctness, as
well as in terms of their accuracy as extracted. CLIN 0003 OPTION YEAR
2: Supply approximately 12,000 additional critically evaluated data for
organic and organo-metallic compounds. These data are to be extracted
from the published literature from the preceding year. All
crystallographic data for each compound, except for x,y,z positional
parameters, is to be supplied as specified in NBS Technical Note 1141.
The computer format in which these data are to be submitted is also
defined in NBS Technical Note 1141. All data supplied are to be
critically examined in terms of their scientific correctness, as well
as in terms of their accuracy as extracted. CLIN 0004 OPTION YEAR 3:
Supply approximately 12,000 additional critically evaluated data for
organic and organo-metallic compounds. These data are to be extracted
from the published literature from the preceding year. All
crystallographic data for each compound, except for x,y,z positional
parameters, is to be supplied as specified in NBS Technical Note 1141.
All data supplied are to be critically examined in terms of their
scientific correctness, as well as in terms of their accuracy as
extracted. CLIN 0005 OPTION YEAR 4: Supply approximately 12,000
additional critically evaluated data for organic and organo-metallic
compounds. All crystallographic data for each compound, except for
x,y,z positional parameters, is to be supplied as specified in NBS
Technical Note 1141. The computer format in which these data are to be
submitted is also defined in NBS Technical Note 1141. All data
supplied are to be critically examined in terms of their scientific
correctness, as well as in terms of their accuracy as extracted.
Required delivery at the end of six months and at the end of 12 months
from contract award. F.OB. Point: Destination, Gaithersburg, Maryland.
Delivery location is National Institute of Standards and Technology,
Building 310, Receiving Room, Gaithersburg, MD, 20899. The provision at
FAR 52-212-1, Instructions to Offerors -- Commercial Items are
applicable to this acquisition. Offerors shall include a completed copy
of the provision at 52.212-3, Offeror Representation and
Certifications-Commercial Items, with its offer. The clause at FAR
52.212-4, Contract Terms and Conditions Commercial Items, and the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders- Commercial Items, applies to
this acquisition and includes the following FAR clauses: FAR 52.222-26,
Equal Opportunity; FAR 52.222-35, Affirmative Action for Special
Disabled Veteran Era Veterans; FAR 52.222-36, Affirmative Action for
Handicapped Workers; FAR 52.22-37, Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam ERA; 52.217-5, Evaluation
of Options, 52.217-9, Option to Extend the Term of the Contract -- The
Government shall give the Contractor a preliminary written notice of
its intent to extend at least 30 days before the contract expires. The
preliminary notice does not commit the Government to an extension. The
total duration of this contract shall not exceed five years; 52.233-3,
Protest After Award and DOC AGENCY -- LEVEL PROTEST PROCEDURES LEVEL

July 18, 1997. Faxed offers will not be accepted. Offers or
modifications of offers received at the address specified for the
receipt of offers/proposals after the exact time specified for receipt
of offers will not be considered. This announcement constitutes the
only solicitation and a written solicitation will not be issued.
Interested offerors may identify their interest and capability to
satisfy to the requirements by submitting a capability statement. The
capability statement must provide adequate information and
qualifications of your ability to provide the requested services in
order for the Government to consider whether to open this request for
competition. However, all capability statements received within 10 days
after date of preparation of this synopsis/solicitation will be
considered by the Government. A determination by the Government not to
compete this proposal contract based upon responses to this notice is
solely within the discretion of the Contracting Officer. See Note
