synopsis/solicitation for commercial item prepared in accordance with
the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
acquisition is unrestricted; the standard industrial classification
code is 7389; size standard is $5.0 million. This acquisition is to
install and maintain a demineralized water system. The contractor shall
provide all personnel, equipment, tools, materials, supervision and
other items and services necessary to perform operations to install and
maintain a water purifier system. Work shall be performed at Building
4951, located at Edwards Air Force Base, California. Principal
Features: The contractor shall be responsible for connecting the
furnished equipment to an existing 3/4 inch potable water supply main,
120V, 15 amp single phase electrical power, and for connecting the
discharge line to an existing two (2) inch, schedule 40 stainless steel
flange. The contractor's system shall be connected to an existing
30,000 gallon demineralized water storage system. Performance Schedule:
The contractor shall install and maintain a processing system capable
of delivering demineralized water with 6 PPM (parts per million) by
weight or a total solids, with p/m (acidity/alkalinity) factor of 6.0
to 9.5. If the p/m is less than 6.0 the total solids content in the
water product will not exceed four (4) PPM. The purifier system shall
be capable of producing as much as 6000 gallons per day, based on a 24
hour production period. The system must be capable of 180,000 gallons
per month. All effluent from the purifier system shall be metered by
a contractor provided flow meter system capable of measuring total
flows to an accuracy of 95 percent (plus or minus 1 percent). The flow
meter shall be certified by the Bureau of Weights and Measures, State
of California, after installation. The meter shall be read on a once
a month basis with the "QAE" or "Alternate QAE" in attendance. This
meter reading shall be used as the basis for the billing that month and
no estimating shall be acceptable as billing method. Contractor
furnished flow meter shall be located downstream from the final filter
unit to assure billing for only water meeting this specification. The
average solids content of available potable water is approximately 400
PPM (by weight) total dissolved solids (TDS) expressed as CaCo (calcium
carbonite). Non-dissolved (filterable) solids are approximately 0.5
PPM. The contractor shall provide and maintain a roughing filter to
remove all non-dissolved solids greater than (2) two microns nominal
diameter. Contractor shall provide freeze protection down to 10 degrees
Fahrenheit (F), for all contractor furnished equipment, including but
not limited to flow meters, pumps, cylinders, piping, valves, filters,
etc. The contractor shall be responsible for the purity of the final
product and shall provide a monthly water purity analysis report to the
government, assuring that the product satisfies the requirement. This
report will tell how much chlorine and hardness and minerals are in the
water. The monthly water analysis reports and service order slips shall
be provided and included with the monthly invoice. All work to be
performed Monday through Friday 7:30 -- 4:30 excluding federal
holidays, for a period of 1 year with (4) 1 year options, start date is
01 Oct 97, a site visit has been scheduled for Tuesday, 15 Jul 1997, at
10:00 a.m., meet at Building 2800, Base Contracting Office, Edwards
AFB, California. Allow 3 hours minimum for site visit. The following
FAR provision's apply to this acquisition 52.212-1, Instructions to
Offerors -- Commercial; 52.212-3, Evaluation -- Commercial Items, the
specific evaluation criteria included in paragraph (a) is technically
acceptable, lowest priced offer. Offerors must include a completed copy
of the FAR provision 52.121-3, Offeror Representations and
Certifications -- Commercial Items, and a completed copy of the DFARS
provision 252.212-7000, Offeror Representations and Certifications
Commercial Items, with the offer. Contract the contract specialist to
