USAID intends to negotiate a funded two-year contract extension for the "Support for Analysis and Research for Africa" (SARA) contract, AOT-C-00-92-00178-00, to complete the dissemination and advocacy of research findings, working in close collaboration with established African partners. The contract provides technical support for USAID Africa Bureau Sustainable Development Human Resource and Democracy Division's "Health and Human Resources Analysis for Africa" (HHRAA) project. USAID intends to negotiate with the Academy for Educational Development's (AED) under the authority of the Agency for International Development Acquisition Regulation (AIDAR) 706.302-70(a)(5) "Impairment of Foreign Aid Programs". This provision allows for "an award on the basis of other than full and open competition for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays". The Standard Industrial Code (SIC) is 8742. A determination by the Government not to compete this contract extension based upon responses to this notice is solely within the discretion of the government.
