ejsilva@sandia.gov. Subject to the availability of funds, Sandia
National Laboratories/New Mexico (Sandia) intends to contract for
specialized consulting services to assist with modernizing the
operation of existing test and experimental sites. These test and
experimental sites are associated with the engineering development of
weapon components, and the engineering and integration of weapon
systems. They include development testing to certify design intent,
experimentation to validate and certify analytical models, product
certification, surveillance (investigative) testing, and testing to
support dismantlement. Sandia intends to implement a comprehensive
program to modernize test and experimental sites. The objectives of
this modernization program are to (1) develop a new central command and
control center (CCC) for remote test and experimental site operation,
(2) develop a new high speed communications infrastructure which links
the CCC to remote test and experimental sites, and (3) modernize 11
test and experimental capabilities located at 9 remote sites. The 11
test and experimental capabilities are (1) water impact, (2) drop
tower, (3) 2,000-foot sled track, (4) 10,000-foot sled track, (5)
29-foot indoor centrifuge, (6) 35-foot outdoor centrifuge, (7)
vibro-acoustics, (8) vibration, (9) mechanical shock, (10) force and
pressure, and (11) radiant heat. The contractor shall review existing
documentation, perform an analysis of existing test and experimental
operations, equipment, and software and make recommendations for
modernizing the operations, equipment, and software within the
objectives noted above. Following review and acceptance of the
recommendations, the contractor shall prepare design criteria for
modernization activities. At its discretion, Sandia may elect to have
the contractor prepare performance documents (drawings and
specifications) for a complete turnkey modernization project. Qualified
firms shall have demonstrated specialized knowledge and experience in
the planning, design, and operation of the following areas: 1) High
efficiency communication systems uniting instrumentation, data
communications, video, and control transmissions between a central
location and multiple remote test and experimental sites; 2) Remote
test and experimental site communication transmission systems using
single-mode fiber optics including switching, routing, and termination
equipment; 3) Distributed video systems that tie multiple remote test
and experimental sites to a central control location with fiber-optic
and switching gear necessary to yield highly efficient site
operations; 4) Safety associated with remote operation of sites
containing high energy (e.g., explosives, propellants) that must be
absolutely controlled for personnel and facility safety; 5)
Connectivity processes that ensure privacy and absolute control
integrity via remote operations; 6) Central control system, data
acquisition, and video routing software; (7) Assessment of existing
test capability equipment for compatibility with remote command and
control; and 8) Interactions with architects and engineers to design
new facilities or modifications to existing facilities. A task order
contract with fixed price and/or time and materials provisions is
anticipated. All interested firms should submit a letter of interest
together with ten (10) copies of a statement of qualifications that
describes the firm's experience and capabilities in the areas outlined
above. Include a list of completed projects with points of contact
(references) in the statement of qualifications. Letters of interest
exceeding one page and statements of qualification exceeding 15 pages
shall not be considered. Responses must be received by July 24, 1997.
Firms lacking specific experience in projects of the nature and
magnitude specified herein should not respond. Following receipt and
evaluation of the statement of qualifications, Sandia will compile a
list of potential candidates. These candidates will be invited to
attend a pre-interview meeting to visit the test sites and discuss the
project. Thereafter, Sandia will conduct interviews in the respective
office of each firm wishing further consideration for the work. The
firms will be evaluated by a team of Sandia personnel. The most
qualified firm will be selected to perform the work subject to final
contract negotiations. No other general notification for this project
will be made and no further action is required or encouraged at this
