SOURCES SOUGHT SYNOPSIS ONLY. Naval Command, Control Ocean Systems
Center In-Service Engineering East Coast Detachment (NISE East) is
seeking qualified sources capable of providing program support services
for the Relocatable Over-the-Horizon Radar (ROTHR) system, including
emergent special short-term requirements to adapt the system to fulfill
the counterdrug support mission which it is currently tasked by the
Department of Defense (DOD). The Navy ROTHR system is a bistatic high
frequency (HF) radar that was developed to provide forward-based, wide
area surveillance coverage for U.S. battle groups. A prototype system
was developed and successfully operated for two years in the Aleutian
Islands before it was deinstalled as a fallout from the end of the
cold war. The first of three production systems was installed at
Chesapeake, Virginia and is operated by the Fleet Surveillance Support
Command (FSSC) under the operational command of Commander-in-Chief,
U.S. Atlantic Command (USACOM). The second production system was
installed in Texas and is also operated by FSSC. The third production
system is currently scheduled to be installed in Puerto Rico and be
operational in 1999. In support of the counterdrug mission, ROTHR
complements and optimizes the use of other sensor systems by providing
continuous, non-obtrusive, long-range detection and monitoring over
large areas of South America drug production and Central America
transit regions. ROTHR system users have identified requirements to
improve existing or develop new capabilities to support this new
mission. Counterdrug forces continue to increase their reliance on
ROTHR necessitating continuing attention to enhancing current
capabilities. Approved R&D projects developed under Rome Laboratories
and the Advanced Research Project Authority are transitioned into the
system as part of the Block Upgrade process. Other relatively straight
forward modifications to current capabilities are implemented directly
as Block Upgrades under Configuration Management. All system upgrades
of whatever nature are funded for transition into the ROTHR system
through this Program Support contract. Major categories covered under
the contract are Engineering and Technical Support (ETS), Management
Support Services (MSS), and Maintenance and Support Services.

their ability to perform and successfully complete the required
