S -- SHAMPOO CARPETS AT ROME LABORATORY; PROJECT NR. 97-0524 SOL F30602-97-Q0630 DUE 072897 POC Lynn White, Contract Specialist, Written Requests Only to Facsimile No. 315/330-2555 The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform carpet cleaning in accordance with the technical specifications and drawings. Tentative issue date is on or about 14 Jul 97; site visit on or about 21 Jul 97; bid opening date is on or about 28 Jul 97. Plans will be available for inspection, without charge, at Rome Laboratory Operational Contracting (RL/PKO), 26 Electronic Parkway, Bldg 106, Rome NY on the issue date. All responsible sources may submit a bid which shall be considered by this agency. This procurement shall be awarded under Simplified Acquisition Procedures (SAP) through the use of facsimile Request for Quotation. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
