labor, supervision, materials and equipment for the following scope:
(1) Renovation of a military kitchen for general modernization of
appearances, replacement of obsolete equipment, replacement of
deteriorated surfaces, and modifications; (2) replacement of water
piping to correct low water pressure and flow due to general
deterioration of building water distribution system; (3) addition of an
estimated 8' x 14' office space; (4) various miscellaneous repairs
including replacement of deteriorated doors, installation of water
treatment system and (5) provide electrical distribution and lighting
additions and modifications to accommodate demolition and
reconstruction. Work includes updating electrical distribution system
to provide new feeders, modifying branch circuit to accommodate the new
floor plan, removing and replacing lighting fixtures, saving the
existing fire detection system. The estimated price range is between
$500,000.00 and $1,000,000.00. Bid guarantee and payment and
performance bonds are required. This solicitation is being issued
pursuant to Small Business Competitiveness Demonstration Program and is
open to large and small business participation. All responsible sources
may submit a bid, which will be considered by this agency. No telephone

Concerns who previously requested this project under the
pre-solicitation notice (05/97) need not request again. There will be
a $30.00 charge for the plans and specifications. Checks will be made
out to: U. S. Coast Guard. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
