This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The US Army CECOM intends to make this procurement on a non-competitive, negotiated firm fixed price basis with Nuclear Research Corp. However, all responsible sources may submit a quote which shall be considered by the agency. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The U.S. Army Communications Electronics Command (CECOM) has established an Business Opportunities Page on the World Wide Web to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access and receive data from the CECOM Business Opportunities Page at http://cecom6.monmouth.army.mil/, and can do so by entering "guest" for the User Name and Password. Offers and bids shall be submitted in hard copy at the time and place specified in the solicitation. No bid responses shall be submitted to the Contracting Office. The Statement of Work (SOW) and salient characteristics associated with this solicitation can be obtained by accessing the CECOM Business Opportunity Page. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-45. This Request for Quotes, simplified acquisition, is in accordance with the FAR 13.601 test program for commercial items and is not set aside for any special category or business. The Small Business Size Standard is 500 employees for the Standard Industrial Code (SIC) of 3829. The US Army CECOM intends to procure the following item: Radiacmeter Subassembly, MK-2854/PDR-77, NSN: 6665-01-435-0551 IAW FAR 6.302-1, 275 each, with 100% option which may be exercised any time up to zero days prior to the last production delivery. WARRANTY: Standard Commercial Warranty is required. Provide copy of warranty with proposal to include information regarding length of warranty, effective date, specific terms and conditions and warranty service provider with company name and contact numbers (telephone, fax, etc.). MARKING: in lieu of manufacturers commercial product marking, the subassemblies shall be marked IAW the SOW. PACKAGING INSTRUCTIONS: Each product shall be packaged in accordance with the best commercial packaging. Bar Code Markings and readability shall comply with ASTM D3951-90 (paragraph 5.1.6.3) and MIL-STD-1189. SHIP TO: Addresses will be provided at a later date. DATE OF DELIVERY: 100 each no later than 120 days after contract award; 175 each shall be delivered no later than 150 days after contract award. Delivery shall be FOB Origin, Final acceptance shall be at origin. PROPOSALS shall be Submitted IN WRITING (via US Mail, or courier service)to the attention of the Contract Specialist, with reference made to Sol. No. DAAB07-97-Q-J581, not later than 25 July 1997, 15:30 EST. Standard commercial format may be used with sufficient technical documentation describing how the product meets this solicitation's requirements. PROVISIONS AND CLAUSES applicable to this acquisition are as follows: FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 1995), no addenda included; FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (JUN 1996), proposals shall include a completed copy of this provision; FAR 52-212-4, Contract Terms and Conditions- Commercial Items (AUG 1996), no addenda included; Far 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 1996), for Paragraph (b) the following clauses apply: (6), (7), (8),(9) and (10); and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 1995), for Paragraph (b) the following clauses apply: 252.205-7000, 252.225-7007, 252.225-7036, and 252.247-7024.
