Handicapped of the Library of Congress has a requirement for the
production of AC and battery operated, portable, 2-speed, 4-track,
cassette players used in the Library of Congress talking book program
for blind and physically handicapped readers. Specifications will
include the machine's minimum operational characteristics and form,
feel, and function requirements. Offers are sought from firms who are
currently in the business of producing audio cassette machines of
similar complexity to those specified and who are capable of providing
a production plant within the continental United States with
personnel, space, and equipment sufficient to produce, inspect,
package, and ship a minimum of 4,000 machines per month. Solicitations
will be issued on or about July 31, 1997, with proposals due on or
