The National Institute of Standards and Technology (NIST) intends to negotiate with SVT Associates, Inc., 7620 Executive Drive, Eden Prairie, MN 55344 on a sole-source basis for the following contract line item numbers (CLIN), items, quantities, and units of measure: CLIN 0001 Model EBS-2.75-SP Compact E-Beam Source, 1 each; CLIN 0002 Model EBS-PS Power Supply Controller (consisting of high voltage bias, filament, and controller/flux monitor), 1 set; CLIN 0003 Model EBS-PSC 20-Ft. Power Suppy Cable, 1 each; CLIN 0004 Model EBS-WCS-2.75 Water Cooling Shroud (2.75" mounting flange), 1 each; CLIN 0005 Model EBS-IS Integral Shutter, 1 each; CLIN 0006 Model SVTA-450-10HHT High Temperature Effusion Cell, 2 each; CLIN 0007 Model SVTA-10CCW 10cc Tungsten Crucible (7-degree taper), 2 each; CLIN 0008 Model SVTA-450-WCS2 Water Cooling Shroud, 2 each. COMPACT E-BEAM SOURCE SPECIFICATIONS: a) 2.75" or smaller mounting flange; b) 2" linear feed; c) flux monitor; d) insertion length of 13" from point of attachment ofwater cooling shroud to MBE chamber; e) source holder for 3" long rods (0.25" diameter); f) growth rates of at least 1 monolayer/10 seconds for Nb; g) capability of unobstructed deposition over a 5" diameter area at a source to sample distance of 10"; and h) O.D. at exit end of less than or equal to 1.45". HIGH TEMP EFFUSION CELL SPECIFICATIONS: a) 4.5" or smaller mounting flange; b) capability of uniform deposition (about 2%) over a 3" diameter substrate at a source to sample distance of 10" which can be achieved by using a 0.77" I.D. crucible with a 7-degree taper; c) insertion length of 12"; d) high temperature (at least 2000 degrees C); and e) O.D. at exit of less than or equal to 2.45". Required delivery is FOB Destination, Gaithersburg, MD, within 84 days after contract award. The Government intends to solicit one source under the authority of 41 U.S.C. 253(c)(1), "Only One Responsible Source." This notice of intent is not a request for competitive proposals. However, all proposals received within 15days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
