Standards and Technology (NIST) intends to negotiate with Winters
Electro-Optics, Inc., 7160 Nimbus Road, Longmont, CO 80503 on a
sole-source basis for a Model 100 Iodine-Stabilized HeNe Laser (633 nm)
with fully traceable oscillating frequency to both NIST and the Bureau
International des Poids et Mesures (BIPM) for the absorbing molecule
Iodine (127), transition 11-5, R(127). This laser shall be used as a
back-up and replacement for NIST's existing Winters Model 100 laser,
which has been integrated into a mission-critical master oscillator
role in the Physics Laboratory. The Model 100 Iodine-Stabilized HeNe
Laser shall meet all recommendations (1992) of the Consultative
Committee for the Definition of the Metre. Laser specifications: A) 75
microwatts minimum output power; B) 12 kHz absolute frequency accuracy
(2.5 parts in 10E11); C) Allan variance: 1E(-11) in 1s, 3E(-12) in 10s,
1E(-12) in 100s, 3E(-13) in 1000s, D) ability to lock on peaks d -- j
(and peaks a -- c and k -- n with slightly reduced performance), with
automatic peak identification and acquisition available on peaks d --
j; E) configured with an invar cavity spacer and a saturated vapor
iodine cell as standard components (aluminum spacer and non-saturated
iodine cell may be substituted); F) operating temperature range of 15C
to 25C; G) line voltage 100/120/220/240 VAC, 50/60 Hz, 50 W maximum;
and H) one-year warranty on parts and labor. Required delivery is FOB
Destination, Gaithersburg, MD, within 90 days after contract award. The
Government intends to solicit one source under the authority of 41
U.S.C. 253(c)(1), "Only One Responsible Source." This notice of intent
is not a request for competitive proposals. However, all proposals
received within 15 days after date of publication of this synopsis will
be considered by the Government. A determination by the Government not
to compete this proposed contract based upon responses to this notice
is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Written
responses shall contain sufficient documentation to establish a
bonafide capability to fulfill the requirement. A solicitation is not
