The U.S. Postal Services (USPS) intends to pre-qualify sources for the
purchase and implementation of a federalized version of a COTS
Information System to provide Payroll, Human Resources and Benefits
functionality that will support the current needs of the Inspection
Service and the Inspector General's office. Initially the system must
accommodate a maximum of 3,000 employees, interact with multiple
host-based, in-house legacy information systems, and other government
agencies. A solution extensible to include other elements of the Postal
Service is highly desireable, but not required. In the event such a
solution is proposed, USPS reserves the right to exercise a potential
Phase 2 implementation of the solution which would provide the
capability to support as many as 850,000 active employees and
approximately 4,000 concurrent users. This would include complex union
contract administration, web enablement technology, and self service.
