The Idaho Operations Office, U.S. Department of Energy (DOE-ID), invites interested and qualified firms to submit proposals and to compete for award of a contract for the support to DOE Geothermal Hot Dry Rock (HDR) Program. The objective of this solicitation is to select the contractor whose proposal is considered to be most advantageous and in the best interest of the Government, considering the instructions provided in Section L and pursuant to the evaluation criteria in Section M. [Solicitation No. DE-RP07-97ID13517] SCOPE OF WORK: Work performed shall be in one or any combination of the following areas: Develop HDR testing and research plans, create a five-year plan for technology improvements needed to commercialize HDR technology; Develop HDR testing and research plans, and create a five-year plan for technology improvements needed to commercialize HDR technology; Integrate HDR activities with industry needs for a balanced and efficient research program that is responsive to both industry (near-term) and DOE (longer-term) needs; Interact with foreign counterparts on domestic and global HDR laboratory and field projects to exchange information and keep abreast of global HDR developments; Report progress to interested stakeholders; Plan and conduct field-tests relevant to HDR technology in cooperation with industrial partners; Serve as a focal point for integrating HDR projects into the overall geothermal R&D program; Coordinate the efforts of an independent HDR peer-review committee, upon obtaining DOE approval, tasked with evaluating the current status of the U.S. HDR program; Propose cost-shared HDR research and development projects with industrial partners and/or other sources; Perform other tasks as necessary to support the mission of the HDR program; Provide HDR program Research & Development support in the following areas: direct a panel of stakeholders to formulate short- and long-term geothermal R&D goals, including the long-term commercialization of HDR, review and evaluate new research tasks for the program and make recommendations to DOE on relevance to project goals and objectives, collaborate with industry to develop an inventory of potential HDR sites for development, and integrate and review data analysis and review results performed by other groups; Implement technology transfer efforts to move products and services developed under the HDR program to the geothermal mainstream; Conduct various HDR workshops; Provide HDR Technical Support.
