Service-Washington on behalf of the Chairman of the Joint Chiefs of
Staff, intends to acquire IT Technical Services through an Indefinite
Delivery Requirements contract using Fixed Loaded Labor Rates against
which deliver orders shall be placed. The proposed procurement, titled
Chairman Sponsored Exercise Program (CSEP), is focused on joint
doctrine, policies, procedures, systems, and training to insure
effective strategic direction and integration of US and coalition
military forces worldwide. The CSEP provides a robust training
environment which is specifically designed to address interoperability
at the national level by presenting senior leaders with challenging
and through provoking situations that address key warfighting issues.
This program offers government departments and agencies; outside DOD,,
a baseline series of exercises which can be used to support
interagency coordination and traning. The CSEP spans a 24-month
recurring plannin and execution cycle. A nominal annual exercise
schedule would include: One large scale, national level Command Post
Exercise (CPX) and six intermediate scale exercises consisting of
smaller, narrowly focused exercises which are conducted in either CPX
format, Field Training Exercise (FTX) format or a combination of both.
All exercises are focused on Command, Control, Communications and
Interoperability among the National Command Authorities (NCA), Office
of the Secretary of Defense (OSD), The Joint Staff, Unified Commanders
in Chief (CINCs), the Military Services, Defense Agencies, and other
Federal Departments and Agencies. To ensure effective execution of the
CSEP, contractor supprot is required in the following areas: Exercese
Design; Exercise Observation; and Development of Exercese Lessons
Learned and Remedial Actions. The contractor, working closely with
Joint Staff CSEP Project Officers develops an exercise from concept
through execution and post-event analysis. This effort includes, but is
not limited to: development of supporting documentation, facilitation
of planning conferences, player and observer training, exercise
observation, post exercise analysis, and observation/analysis of other
national level (logistics) excerises. The procurement will include a
base year and four (4) options periods. DASW01-97-R-0120 will be
released approximately 30 days from date of release of this notice.
This is a follow-on to contract MDA903-92-D-0102. The incumbent
contractor is Systems Research and Applications. Request for
