R -- BANK EXAMINATION SERVICES SOL CC-97-R-0006 POC Patricia Eaton, Contract Specialist, 202-874-6080 The Office of the Comptroller of the Currency (OCC) is a bureau of the Department of Treasury headquartered in Washington, DC with district offices and duty stations located throughout the United States. The OCC employs approximately 3,000 employees and is responsible for promoting and assuring the safety and soundness of the country's national banking system and maintaining its competitiveness, efficiency, integrity, and stability in the financial marketplace. The OCC is seeking bank examiners with the knowledge and skills needed to perform bank supervision-related tasks. Work will be related to the bank examining function and may involve one or more of the following types of duties, or similar duties within the national bank examination field: 1) evaluating accounting and reporting systems, 2) assessing compliance with applicable laws, rulings, and regulations, 3) testing bank adherence to written policies and procedures, 4) testing quality and liquidity of bank assets, 5) performing analyses of credit and market risks, 6) verifying bank accounts and records, 7) performing earnings and capital adequacy analyses, 8) assessing the operating systems of the bank, and 9) instructing others in aspects of national bank examination. Examiners should have expertise in one or more of the following areas: 1) General Bank Examination, 2) Capital Markets, 3) Market Risks, 4) Credit Risk, 5) Accounting, 6) Shared National Credits, 7) Bank Information Systems (BIS), 8) Community Reinvestment Act/Consumer Compliance, 9) Fiduciary, and/or 10) Bank Examination Instructor. Multiple awards will be made. The four primary evaluation criteria that will be used are: 1) Offer Acceptability, 2) Performance Evaluations, 3) Examination Experience, and 4) Price. The proposed contracts will be fixed-price labor-hour, indefinite-delivery indefinite-quantity, task order contracts and may consist of a one year base period and four one year option periods. Assignments will vary in length and may be intermittent. The contractor must be able to provide services on short notice (e.g., within five business days). Contractor must also be willing to perform work at various locations across the country. All allowable travel expenses will be reimbursed in accordance with published OCC Travel Regulations. The contractor will be required to file applicable financial disclosure forms, a confidentiality agreement, and a conflict of interest agreement. This Request for Proposal (RFP) is issued using Full and Open Competition rules. This is a small business set-aside. SIC Code 8748, Business Consulting Services, Not Elsewhere Classified applies.
