comprehensive management plan for Bayou Cocodrie National Wildlife
Refuge, Ferriday, Louisiana. This is a total small business set-aside.
A comprehensive management plan is a document which provides a
description of the desired future conditions and long-range guidance
for the Refuge Manager to accomplish purposes of the National Wildlife
Refuge System and the refuge. These plans establish management
direction to achieve refuge purposes. The project site for the plan is
approximately 13,168 acres of bottomland hardwoods. Selected
contractor will be responsible for completing the following: (1)
conduct a preplanning meeting with Fish and Wildlife Service personnel;
(2) facilitate planning meeting with planning team; (3) conduct public
scoping meeting; (4) coordinate information gathering activities; (5)
analyze resource relationships with team support by compiling maps and
data, developing objectives, and identifying management and funding
strategies; (6) facilitate 2 focus group meetings with other interests
(i.e. Farm Bureau, Drainage District); (7) conduct an alternatives
workshop with the planning team; (8) assess environmental effects; (9)
develop the preferred plan; (10) prepare the draft Comprehensive
Management Plan report and NEPA documents; (11) present alternatives
and draft plan summary report at a public meeting; and (12) produce the
final comprehensive management plan/NEPA document. Performance period
shall start on or about September 5, 1997 and all work shall be
completed by December 31, 1998. Award of a purchase order will be based
on evaluation of technical factors and cost, with both having equal
importance. Evaluation factors, in descending order of importance, are
as follows: 1. Experience of firm -- must demonstrate at least 5 years
experience in planning (environmental, landscape or site); 2. Technical
approach -- provide a detailed description of projected approach to
comprehensive management plan for refuge. Description not to
exceedthree typed pages. and 3. Past performance-provide references
(names and telephone numbers) from at least 3 previous similar
