The Postal Service is seeking Qualification Statements from construction firms wishing to be prequalified for award of a firm fixed price contract to construct a New Processing & Distribution Center (P&DC) in Sioux Falls, South Dakota. The estimated cost range is between 8 and 12 million dollars. Firms will not be reimbursed for any expense incurred in developing the qualification package. The scope of work consists of constructing a new USPS-owned Processing and Distribution Center of 181,000 square feet, which includes: offices space of 7,400 sq. ft., lockbox lobby 5,600 sq. ft., support 65,300 sq. ft., workroom 87,700 sq. ft., and platform 15,000 sq. ft.. The new building will be a concrete slab on grade with spread footings, steel frame with mezzanine, tilt up concrete panels, insulated membrane roof on metal deck, metal canopy at the platform, and will have roof top units. The project also includes 263 employee/customer parking spaces and 300 linear feet of dock spaces. A storm water detention pond will be required. The facility will be constructed on a USPS owned greenfield site with no known environmental problems. The facility will house mail processing equipment. Also housed within the facility will be the Processing and Distribution staff, limited district staff in direct support of the P&D, maintenance staff, container repair, Bulk Mail Entry Unit (BMEU) and Computerized Forwarding System (CFS) unit. The construction completion time is 450 calendar days. Only the most highly qualified contractors will be prequalified. To be considered for Prequalification, the firm must be financially capable, have five (5) years experience as a building contractor, and have completed three (3) comparable projects completed within the past five (5) years. "Comparable projects" are defined for the purposes of this solicitation as a construction project of a light industrial or similarly complex facility with a minimum size of 100,000 sq. ft. and a construction cost of $6 million or more. Projects mustinclude the coordination or installation of material handling systems. The contractors Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: Experience, Past Performance, Organization, Backlog, Financial Capability, and a Responsibility Verification. The USPS intends to issue a Request for Proposal (RFP) to prequalified firms only. The USPS will select the offeror that provides the Best Value to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to superior technical or management features rather than the lowest overall cost.
