services needed to develop, design, and qualify three (3) Operating and
Support Cost Reduction (OSCR) Value Engineering Change Proposals for
the TADS/PNVS System of the AH-64A Apache Helicopter. The Value
Engineering Change Proposals involve the PNVS Elevation Belt Assembly,
the Day Shroud Harness Modification, and the TADS Azimuth Actuator
Drive Assembly. The Government does not own specifications and drawings
to permit full and open competition. Justification for other than full
and open competition is FAR 6.302-1. Intended source is Lockheed
