Agency is inviting bids for the acquisition of HF radio transceiver
equipment for the ACE CIS Contingency Assets Pool(ACCAP) and associated
maintenance and training services. The ACCAP HF terminal equipment is
essential to support the deployment of the Supreme Allied Commander
Europe's forces in contingency operation areas. The radios will be used
by static users primarily for half duplex point-to-point data, fax, and
message communications providing fully automatic linking, transmission
and storage of messages received over-the-air, and they shall be NATO
crypto-compatible. (Note: the cryptos are not a part of this
procurement). They shall also be voice capable in order to provide
minimun level of interoperability with other HF equipped NATO force
elements. Telephone PABX interface units together with remote access
units must be provided to facilitate a means of automated telephone and
data interconnect over HF fading paths. The ACCAP HF terminal equipment
components shall be vehicle and man-transportable. the ACCAP HF
terminal equipment components shall include features commensurate with
ensuring, to the extent possible, an unmanned (by technicians) and
unskilled (by operating personnel) operational capability, i.e. the
operation and maintenance of the equipment should be as simple as
possible. Nominated companies should be in possession of NATO Secret
clearance. All applicants must be certified to compete in NATO ICB by
the U.S. Department of Commerce, Office of Telecommunciations. Submit
