Wathen_Becky%PAX9@MR.NAWCAD.NAVY.MIL. The Naval Air Warfare Center
Aircraft Division, Patuxent River, Maryland intends to procure Common
Airborne Instrumentation System (CAIS) Spares. CAIS is general purpose
flight test data acquisition systems with a capability to meet the
majority of flight test instrumentation requirements of the Air Force,
Army, and Navy as well as major flight test programs in support of the
F-18 E/F, F-22 and Joint Strike Fighter Programs. The CAIS is
independent of airframe and weapon systems and has an expandable open
architecture that allows for maximum utilization of commercial off the
shelf equipment and technology. CAIS was originally procured under a
competitive solicitation in order to satisfy the needs of the
Department of Defense. This instant requirement will procure additional
quantities of items and units already developed and previously
manufactured by SCI Technologies, Huntsville, Alabama. It is intended
that this will be a sole source procurement with SCI Technologies that
will result in a contractualvehicle to purchase additional quantities
of items already being used across the services for a five year
period. SCI Technologies is the sole company that can satisfy the
requirements of the Department of Defense. Under SCI's competitively
awarded contract, they developed and manufactured these items.
Production lines are already in place. The items acquired under this
instant procurement must be compatible with the existing items already
in use within the Defense Department. SCI is the only source that has
the ability to manufacture these items since the manufacturing designs
and schematics are proprietary to SCI and compatibility is essential in
the performance of the programs using the CAIS systems. Note 22
