published 11 June 97 and listed as solicitation number N00164-97-Q-0268
is hereby amended as follows. The quantity for Transistor Devices P/N
RBL-400-600-4000DC, or equal, has been revised to 9 each. In addition
to the previous two line items, the Navy also requires a quantity of 7
each Electronic loads, Transistor Devices P/N RBL-400-300-2000 or
equal. The salient characteristics for this item are as follows: AC
input 120 VAC +/- 10%, 48-62 hz; Maximum operating ranges, current
0-300 Amps DC minimum, voltage 0-400 volts DC minimum, resistance
0.0067 ohms to infinity minimum, power 0-2000 watts minimum. Operating
modes and ranges: The load shall be capable of operating in a minimum
of three current ranges to improve resolution when testing at lower
than the units maximum full scale rating. Constant voltage: the load
shall be capable of operating in a minimum of three voltage ranges to
improve resolution when testing at lower than the units maximum full
scale rating. Constant Resistance: the load shall be capable of
operating in two resistance ranges for each voltage and current range
to improve resolution when testing at lower than the units maximum full
scale rating. Constant power: 0-2000 Watts. Pulse mode: pulse added on
top of DC set point. Frequency 1 Hz to 20 kHz; duty cycle 10% to 90%.
The load shall be controllable locally or remotely. An external 0 to
10 volt DC analog signal shall yield a 0 to full scale load in all
operating modes and ranges. Remote programming input impedance 300k ohm
minimum. The load shall be manually adjustable. Program response: the
slew rate of the load shall be adjustable between 10ms to 10 ms for a
0 to full scale transition to optimize response for a variety of source
characteristics. The road shall be capable of sensing source voltage
remotely to compensate for line losses in the constant resistance or
constant power modes. The load shall be capable of connecting or
disconnecting the load inputs based on an external control signal when
operating in the remote mode. Master/slave parallel operation: the
load shall be capable of operating in parallel with like units to
increase power and current ranges and shall be controllable in a
master/slave configuration such that the slave units receive all
control information (including operating mode, range and load value)
from the master unit. The load shall limit current and power and
disconnect in an over voltage or over temperature condition to prevent
damage. Over voltage limit 105% of full scale voltage. Over current
limit 105% of full scale current. Overpower limit 2100 watts minimum.
Load isolation 10 M ohm minimum at 500 VDC to earth ground. Current
Sample output: The load shall have a voltage signal output that is
proportional to the load current. Rear panel connections: load
connection, the load shall have studs or busbars on the rear of the
unit for the load connection. AC power input or cord shall be on the
rear of the unit. The remote programming connection shall be located on
the rear panel. The remote sense connection shall be located on the
rear panel. The remote on/off control connection shall be located on
the rear panel. All connections providing master/slave parallel
operation shall be located on the rear panel. Front panel indicators:
load voltage and current: the load voltage and current must be
displayed on the front of the load. The displays must be a minimum of
3 1/2 digits. Fault indicators: over voltage, Over current, overpower
and over temperature conditions or a load fault must be indicated on
the front of the load. An indicator must be located on the front of the
load to indicate that the load is loading. Front panel controls: Mode
select switch: a control must be included to select the mode of
operation. Range select switches: controls must be located to select
the current, voltage and resistance ranges. Local/remote switch: a
control must be included to select local or remote mode of control. A
control must be located on the front panel to adjust the load while in
the local control mode. Slave control: a control must be located on
the front panel to place the unit in the slave mode when being
controlled by a master unit in a parallel configuration. The load must
be air cooled. The load must fit in standard 19 inch width racks with
rack mount flanges. The dimensions of the load(s) are not to exceed
8.75 inches in height and 27 inches in depth. Principles of operation:
electronic loads regulate an electrical discharge and dissipate the
energy through a controlled biasing of multiple parallel transistors.
With proper control, the electrical discharge profile will duplicate a
real world application without using actual hardware. The loads will
be used to functionally test a variety of remotely activated, primary
batteries used in missiles such as Standard Missile and Harpoon for the
purposes of qualification, lot acceptance, engineering and
surveillance. The loads will be used with a VXIbus based control/data
acquisition system. The electronic load shall use Field
EffectTransistor (FET) technology as this improves operation at low
voltage levels and improves frequency response compared to Bipolar
Junction Transistor (BJT) technology. Delivery is required FOB NSWC
Crane within 30 days after contract award. This is a combined
synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number N00164-97-R-0153
is hereby issued as a Request for Proposal. This is a brand name or
equal requirement for 9 each Electronic Loads, Transistor Devices P/N
RBL-400-600-4000 or equal, 7 each Electronic Loads, Transistor Devices
P/N RBL 400-300-2000 or equal, and 4 each Electronic Loads, Transistor
Devices P/N DLP 50-150-3000 or equal. If quoting other than the brand
name product, the offeror must provide the manufacturer's brand, model
or part number along with a technical description of the items being
offered in sufficient detail to evaluate compliance with the
requirements of this announcement. The contractor shall extend to the
Government the full coverage of any standard commercial warranty
normally offered in a similar commercial sale, provided such warranty
is available at no additional cost to the Government. Offerors
responding to this announcement must provide the information contained
in 52.212-1, Instruction to Offerors -- Commercial Items and must
include a completed copy of provision 52.212-3, Offeror Representations
and Certifications -- Commercial Items. The offeror must also provide
its Commercial and Government Entity (CAGE) code, Contractor
Establishment Code (DUNS number) and Tax Identification Number. The

past performances, the Government reserves the right to displace lower
priced proposals in favor of a quoterwith substantially superior past
performance. All responsible offerors may submit an offer which shall
