The 30th Space Wing, 30 LSS Logistics Squadron requires the purchase of 12 each Thermal Writer with Roll Paper Takeup, stock class 7025PTW11 part number TW11,, with clean clear waveform recording at high speed for Vandenberg AFB. Toner is NOT required. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this synopsis/solicitation Request for Quotation (RFQ) is F04684-97-T6008. And a Request For Quote is hereby issued. The solicitation document and the provisions incorporated into it are those in effect through Federal Acquisition Circular 90-45. This is a Sole Source purchase, with the original designer/manufacturer being Gould Instrumentation. The specifications are as follows: the specific model is required to interface with the current system with no modifications to form, fit or function. The Thermal Writers are utilized in the Western Range Telemetry Integrated Processing System (TIPS) as a component part of the ES2000 Quick Look Display Area (QLDA) stripchart plotting system. The devices are used to produce Data Item 227.00 for a wide spectrum of Western Range users. Sole Source is required because Gould Instrumentation is the only known source that is direct plug compatible with the TIPS QLDA plotting interface and is the only place where the proprietary manufacturing information is available. These Writers have specific electronic interface features only provided by Gould and any substitute would Not work electronically. Quantity is for 12 each. Delivery shall be 30 days after the award of the contract, FOB Destination will only be considered for all offerors. Delivery will be to Receiving Office, Bldg 5500, Bay A, Vandenberg AFB CA 93437. The provisions of FAR 52.212-1 "Instructions to Offerors -- Commercial," and 52.212-2 "Evaluation -- Commercial Items" apply to this acquisition. The criteria for paragraph (a) of 52.212-2 is as follows: (1) does the proposed equal item and provided descriptive literature meet the Government's minimum requirements, and (2) does the contractor provide past performance that shows that they are capable of delivering the Thermal Writer? Offerors must submit with their quotes a completed copy of the provision at 52.213-3 "Offeror Representations and Certifications -- commercial Items."
