synopsis/solicitation for commercial items prepared in accordance with
format in Subparts 12.6 and 13.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation to be issued, proposals are being requested from
this announcement, a written solicitation will not be issued. The
Request for Quote number is N00244-97- Q-9783. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 46. This solicitation is issued on an restricted
basis, utilizing Standard Industrialization Classification Code of 3564
with a small business standard of 500 employees. FISC San Diego has a
requirement for the following: (1) each Environmental Control Booth,
(90 day del.) Suggested Model ECB-004, Suggested Mfr.: Torit Products
or "Equal". This Naval activity has determined the following
specifications are required to accomplish their mission. 15' Wide x
7.25' High x 7.5' Deep. Booth design is to maintain a 160 fpm velocity
at the face of the booth with clean filters and 140 fpm velocity with
seasoned filters. Airflow is from front to rear toward the inlets of
the dust collector module. The Booth is to contain (4) modules. Each
module is to have a minimum 5hp, 3450 rpm, 230/460/3 phase/60 tefc
motor and aluminum fan. The system filters 4500 cubic feet of air per
minute, per module, with clean filters and 3900 cubic feet per minute,
per module, with seasoned filters. Each module contains (6) cartridge
filters, (Fibra-Web or equal type filters). Filters are 110 sf of
media, total of 2640 sf per module. Efficiency of 99.99% measured using
ASHRAE #RP-531. Filters are approximately 12.75"W x 26"L and utilize
urethane gaskets, providing an airtight seal to the tubesheet.
Cartridges are cleaned automatically using a reverse pulse of
compressed air supplied by the customer. Cleaning is actuated by a
solid state control timer. Nominal compressed air requirements are
approximately 6scfm at 90 psig. Booth lighting is (1) 40 watt, 48"
long, two bulb dust tight fluorescent fixture for each module and can
be wired to operate with the fans or independently. The interior of the
booth is to be lined with acoustical panels of 2" fiberglass sound
abatement material, compressed to a thickness of 1". The fiberglass
material is to be covered with 5 mil aluminum vinyl cloth (or equal).
the panels are to be resistant to sparks, abrasion, oil, dust and dirt.
They are to be capable of being steam cleaned or washed with standard
industrial cleaners. The acoustical panels must have flame spread and
smoked developed ratings of -5 and -5 based on ASTM designation E-84
(70). Each dust module should contain two dust storage which can store
a total of 3 cubic feet of dust (1.5 cu. ft. per drawer). Electrical
control panel is to provide three alternatives for pulse cleaning the
cartridges: continuous pulsing, pulsing controlled by the pressure drop
and after-shift cleaning. 460 volt configuration is required. All major
components are required to be NEMA rated, including motor starters,
transformer, disconnect switch, and circuit protection. Other
components are to include: Gage, starter heaters, fuses, start/stop
buttons, after-shift cleaning button, and cleaning indicator light. The
gage is considered a "Photohelic" (or equal). Compressed air filter and
regulator is to provide compressed air at the proper pressure free from
water deposits, oil aerosols, and other contaminants. Maximum air flow
is 100 scfm, 3/4" NPT pipe size. The finish of the filter chamber and
all external surfaces are to be primed and painted. (Offerors are to
provide color selection available). A Fan silencer for the booth is
required. Fan silencer, (4) each, is a baffled foam lined plenum,
mounts on top of each power module. It reduces noise in the booth from
73 dB(a) to 70 dB(a) and reduces noise 10 feet to the side of the
booth from 75 dB(a) to 70 dB(a). This US Naval activity will require to
following installation requirements: Setting up the booth, connection
of the compressed air reservoirs, wiring of motors and booth lighting,
hanging of electrical control panel and wiring to motors. The US Navy
will be responsible for final connection of electrical and compressed
air. All responsible Small business manufacturers or distributors of
Small business products that meet the basic criteria for this
requirement can submit current pricing, delivery time, payment terms,
shipping charges, cage code, Duns/Bradstreet number, and TIN. Also
required is your companies current model number, and complete technical
characteristics of the product that is being submitted for this
solicitation. Also, provide any applicable commercially published price
lists pertaining to your companies products that meet the
specifications. Inspection and Acceptance will be at Destination. The
following provisions and clauses are applicable and are hereby
incorporated into the solicitation by reference and will be provided by
the contracting officer in full text upon request: FAR 52.212-1,
Instructions to Offerors Commercial Items applies. Addendum clause FAR
52.215-18, Facsimile Proposals also applies. Offerors are required to
complete and include a copy of the following provisions with their

which at a minimum shall be the same warranty terms, including offers
of extended warranties, offered to the general public. Express
warranties shall be included in the contract. The clause at 52.212-5,

intends to make a single award of a Firm Fixed Price Order to the
responsible offeror whose bid provides the best value to the
government. Quotations from responsible offerors and inquiries may be

619-532-2347. Quotes must be received no later than 3:00 p.m. (PST)
