Jones.starry@epamail.epa.gov.. The U. S. Environmental Protection
Agency has a requirement for contractor support for statistical
analysis of ambient air quality data, including acid deposition data,
for the purpose of conducting research on statistical methods for
design and evaluation of ambient air quality monitoring networks.
Support is required in: organization and preparation of ambient air
quality monitoring data for statistical analysis in the Splus
statistical analysis system environment; development of Splus
analytical programs; research collaboration with NERL statistical
scientists on statistical methods for monitoring network design and
evaluation; determination, development and testing of appropriate
statistical models; and, documentation of results, including analytical
software, submission of a final report, and develoment of 1-3 articles
for submission to scientific journals on the findings of the
collaborative research. This RFQ will be carried out under the
Simplified Purchase Procedures. The tasks under this solicitation
include the following: (1) Access large data bases such as the AIRS
data base and emission data bases and retrieve data pertinent to
in-house analyses. Prepare data for analysis in the Splus statistical
analysis software environment on Unix-based workstations and IBM-pc
platforms. (2) Provide Splus and Fortran programming to carry out this
data analysis. Provide final software with documentation for its
continued use. (3) Provide research consultation on air quality
monitoring network design and evaluation and the development of
appropriate statistical models and analyses to investigate network
design and evaluation questions. Participate in weekly 2-hour
face-to-face research discussions and planning and evaluation meetings.
Provide written summaries of technical discussions and research
directions suggested. (4) Develop text and graphics required for the
production of 1-3 high quality journal papers using GIS ARC/INFO and
other high-tech visualization software packages. The period of
performance isfrom September 15, 1997 to September 14, 1998. All
interested parties must submit a written request for the RFQ within 15
days to the U. S. Environmental Protection Agency, Attn: Starry M.
