COSTA RICA: LAW FOR THE CONTROL OF THE PREPARATION AND SALE OF ANIMAL FEEDSTUFFS. REGULATIONS FOR THE CONTROL OF THE PREPARATION AND SALE OF ANIMAL FEEDSTUFFS. The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif.97.282. 1. Member to Agreement notifying: COSTA RICA. If applicable, name of local government involved (Articles 3.2 and 7.2). 2. Agency responsible: Ministry of Agriculture and Livestock, Directorate-General of Agricultural Protection. Agency or authority designated to handle comments regarding the notification can be indicated if different from above. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Balanced feedstuffs. Raw materials for animal nutrition, of animal, plant or mineral origin, vitamin and mineral pre-mixtures or additives for use in preserving feedstuffs or in animal nutrition. 5. Title, number of pages and language(s) of the notified document: Law for the Control of the Preparation and Sale of Animal Feedstuffs (one page). Regulations for the Control of the Preparationand Sale of Animal Feedstuffs (6 pages). 6. Description of content: Law 6883 consists of 22 articles of which the first four concern the department responsible for its implementation. The fourth stipulates that there must be a label guaranteeing the quality of the raw materials, pre-mixtures and feedstuffs. The sixth and seventh impose obligations on feedstuff manufacturers. The eighth specifies the use to be made of the tax collected exclusively for the purposes of the Law. The ninth establishes the official laboratory in the University of Costa Rica. The tenth requires the Ministry of Agriculture and Livestock to appoint inspectors and lists their duties. Articles 11 through 21 deal with the sanctions and penalties for those who infringe the Law. Article 22 authorizes the opening of a current account for handling the funds derived from the tax. The Regulations consist of 48 articles in 20 chapters: I. Definitions and technical concepts. II. Product registration (Articles 2 to 6). III. Form. IV. Names of products and/or animal species and their purpose (Article 11, (a) to (k)). VI. Contents of the label (Article 12). VIIU. Use of drugs, additives and non-protein nitrogen (Article 13). VII. Use of non-protein nitrogen (Article 14). IX. Drugs and additives (Article 15, (a) and (b)). X. Bad labelling (Article 16). XI. Adulteration and contamination (Articles 17 and 18). XII. Taxes. XIII. Notifications which the Registry may or must make with respect to the manufacture, importation and sale of feedstuffs and raw materials (Articles 20 and 21). XIV. Obligations and restrictions on persons in relation to feedstuffs and the like. XV. Authorities, their powers and certain special measures. XVI. Inspections and other procedures. XVII. Objective and rationale: To ensure healthy and balanced animal nutrition in order to ma~nta~in the vital and productive functions of the animals, since their diet has a direct impact on the quality and quantity of the products and by-products used for human consumption. To apply modern biological knowledge to the preparation of animal feedstuffs in order to promote the use of modern production methods in the livestock industry. 8.
