U.S. Merchant Marine Academy intends to contract with Kongsberg
Norcontrol, Inc. of West Mystic, Connecticut, on a sole source basis
for the maintenance of its unique NORCONTROL NMS-90 radar and
navigation simulator. This unit is the only 12 ownship radar simulator
in the world. Kongsberg Norcontrol, Inc. was the
manufacturer/installer of the system. The contractor shall be required
to develop a system support program providing periodic maintenance,
updating of system software and hardware and training to Academy
technical personnel. The initial period of performance shall be 1
October 1997 -- 30 September 1998, with the possibility of four (4)
option years to follow. Interested parties must be able to demonstrate
the ability to procure the required proprietary replacement parts and
software updates. See Numbered Note 22. For Minority, Women Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STEP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
