Academy, CO has a requirement for a contractor to provide course design
and development, and undergraduate instruction in Political Science.
This is a combined synopsis/solicitation for a commercial item/service
prepared in accordance with the format in the FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Quotation (RFQ) solicitation
number F0561197T5803. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. The Standard Industrial Classification is 8221 and the
business size standard is $5.0 million. CLIN 0001 Instruction/Course
Design Qty 1 Job Total Price $__ __ __. The proposed contract listed
here is set aside for small business. The contractor shall provide
instruction for existing courses in American Government and
International Relations; design and teach a course in International
Political Economy; design a course in American Government and the
Media; will also be available during non-teaching hours for additional
instruction to students requiring same and to assist students in
applying for scholarships and conferences during the Spring 1997-98
Academic Year, at the USAF Academy, CO. During periods in which the
contractor is not engaged in teaching, the contractor shall be
available to provide individual and/or small group additional
instruction to students requiring same. The contractor shall be
available to conduct such additional instruction by appointment with
students between the 0730 and 1630 hours, during the academic semesters
for the term of the contract on days when instruction is being carried
out. The contractor shall not be required to be available on days
recognized on base as federal holidays or other similar "down" days.
The contractor shall have a Ph.D. in Political Science with subfields
in International Relations and American Government and expertise in
International Political Economy and Global Economics. The contractor
shall have at least two years of college teaching experience in
Political Science. Quotes are due 25 July 97. (1) Award is anticipated
by 28 July 97. The period of performance shall be from 7 August 97 or
the date of award (which ever is later) through 31 May 98. (2)
Contractor responses shall include a price quote and a Curriculum
Vitae. The CV shall address: academic instruction received; degrees and
distinctions awarded; academic courses taught; publications in juried
/ peer reviewed journals and publications; research projects completed;
advising experience with undergraduate students; and mentoring
experience with military undergraduate cadets; past experience with
courses similar to those being sought; and experience conducting
political campaigns for candidates at the local, state and federal
office. (3) Quotes shall be received at Operational Contracting Office,
8110 Industrial Drive, Suite 200, USAF Academy CO 80840 until 3:00 July

FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 95) is
incorporated by reference and applies to this acquisition. The
provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 1995)
applies to this acquisition. The Evaluation Factors, Listed in
descending order of importance, are: (1) Academic qualifications (Ph.D.
in Political Science, Subfields in International Relations and American
Government and expertise in International Political Economy and Global
Economics); (2) Ability to effectively communicate in a classroom
environment as demonstrated by student critiques, samples of work
(video or audiotapes), letter of recommendation/evaluation and/or
personal interview. (3) Past Performance. Prior experience teaching and
developing courses similar to those taught herein. (2 years experience
teaching course in American Government and International Relations;
International Political Economy; and American Government and the
Media); (4) Experience advising and mentoring collegiate students or
similar experience (3 years experience at a military academy in the
last 10 years); and (5) Price. NOTE 1: Academic qualifications,
teaching experience, demonstrated lecturing ability, and mentoring
experience are, when combined, more important than price. Offerors who
fail to meet the technical requirements as set forth above may be
considered nonresponsive to the Request for Quotation. NOTE 2: The
above items will be graded using the following criteria: 1) Does not
meet the standard (-), (2) Meets the standard (0), (3) Exceeds the
standard (+). The offeror who has the best combination of (+) and (0)
signs on the evaluation criteria scoring and is considered to be most
advantageous including price to the Government will be considered the
apparent awardee. The clause at FAR 52.212-4, Contract Terms and
Conditions-Commercial Items (Aug 1996) is incorporated by reference and
applies to this acquisition. The following addenda also are
incorporated and apply to this solicitation: 52.204-6 Contractor
Identification Number -- Data Universal Numbering System (DUNS) Number
(Dec 1996). The clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Executive Orders-Commercial Items (Aug 1996) is
incorporated by reference. However, for paragraph (b), only the
following additional FAR clauses cited in the clause are checked and
applicable to this solicitation: numbers 6, 7, 8, 9, and 14. For
paragraph (c), none of the additional FAR clauses cited in the clause
are applicable to this solicitation. The clause at DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisition of Commercial Items
(Nov 1995) is incorporated by reference. However, for paragraph (b),
none of the additional DFARS clauses cited in the clause are applicable
to this solicitation. Additionally, each offeror shall include a
