Provide the U.S. Department of Energy (DOE) Office of General Counsel
with professional legal advice and assistance in matters involving
labor and employment law, pensions and employee benefits, statutory and
regulatory analysis, litigation, and labor relations. The contractor
will provide oral and written analysis, advice, and recomendations,
including memoranda and option letters, to support formal legal
opinions on issues of concern to DOE. The contractor will also be
available upon request to attend meetings with DOE officials and staff.
The services to be provided pursuant to DOE guidance and direction
include but not limited to: (1) Labor and employment law guidance and
advice on legal issues relating to DOE's defense nuclear sites and
environmental restoration programs (2) Interpretation of statutes and
regulations relevant to DOE's obligations regarding pensions and
employee benefits (3) Advice on employee benefits under single and
multi-employer benefit plans and on severence and other benefits (4)
Advice on issues pertaining particularly to the construction and
related industries (5) Analysis of union jurisdictional disputes and
other conflicting claims to perform work under DOE contracts (6)
Analysis of labor, employment, and safety claims filed with regulatory
agencies or courts (7) Guidance regarding compliance with labor,
employment, and safety requirement applicable to federal contractors
(8) Legal analysis of DOE's labor obligations under section 3161 of the
National Defense Authorization Act for FY 1993 and assist DOE in
interpreting these obligations. A Fixed-Rate, Labor-Hour contract is
contemplated for one 12-month base period and four 12-month option
periods. All work will be performed under specific work orders which
will identify all required deliverables, including reports. This
acquisition is unrestricted and is open to both small and large
business concerns. No telephone requests for the solicitation will be
accepted. The solicitation is planned for release on or about August
14, 1997, and will be available for downloading on the Internet from
the "Current Business Opportunities at Headquarters Procurement
Operations" home page located at address
http://www.pr.doe.gov/solicit.html. No paper copies of the solicitation
will be made availale. Prospective offeror that do not have the
electronic capability to download the solicitation shall submit a
written request (no facsimiles) to the Document Control Specialist
(HR-543) for a diskette copy of the solicitation. The requestor must
include a self-addressed stamped envelope and a MS-DOE formatted high
density 3 1/2" virus free diskette suitable for download of the
electronic solicitation. Offerors who fail to submit an appropriate
diskette, or self-addressed stamped envelope, will not receive the
solicitation. It is the responsibility of prospective offerors, after
receipt of the solicitation, to notify the Document Control Specialist
of their intent to propose. Without such notification, prospective
offerors will not be kept informed whenamendments and other
