HIGHWAY, MATHER MEMORIAL PARKWAY, Mt. Rainier National Park, Pierce
County, Washington. This solicitation consists of 1,430 kilometers of
grading, base, paving, and walls. This project will be bid under two
schedules. Quantities for both schedules are identical except that
Schedule A has 2,520 metric ton of hot asphalt concrete pavement, and
Schedule B has 20 metric ton of asphalt prime coat. Items found on both
schedules are: construction scheduling; contractor sampling/testing;
2.14 hectare clearing/grubbing; 886.8 meter of concrete barrier; 150
cubic meter minor concrete structures; 26.6 meter curb/gutter; 108
cubic meter structural concrete; 382.5 square meter reinforced concrete
retaining wall; 1.43 kilometer survey/staking; 3,227 metric ton
untreated aggregate course; 495 meter riprap lined ditch; 1,026 meter
silt fence; 539 cubic meter excavation; 2,000 cubic meter watering; 239
square meter gabion; 5,958 kilogram reinforcing steel; 61 square meter
rockery wall; 157 square meter rockery retaining wall geogrid
reinforced; 805 cubic meter riprap; 3,034 square meter stone masonry;
8,300 hr flagger; 5,890 meter pavement markings; 18 slry unit turf
establishment; 6,000 square meter wetland mitigation; & other smaller
items of work. This project is located approximately 65 kilometers SE
of Enumclaw, WA. Work shall be completed within a maximum of 284
calendar days. Estimated price range is between $2,500,000 and
$5,000,000. Presolicitation Notices are being provided to firms on this
agency's mailing list concurrently with the publication of this
synopsis. -- -- The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
