synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. Solicitation M00243-97-Q-0001 is being issued as a
Request for Quotation. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circulate 90-42. The associated Standard Industrial Classification
code is 3535. The solicitation is for the purchase of a gravity flow
racking system to include a non-powered conveyor system, and
installation. This will be a Firm-Fixed Price Contract for two (2) line
items as follows: Contract Line Item 0001 -- Gravity Flow Racking
System, to consist of 36 sections of racking, 34 are for clothing and
2 are for shoes. The shelf capacity will be 35 lbs per sq ft minimum.
The storage modules are to be created by connecting sections together.
The clothing storage will consist of 34 sections, each section is to
be 15 Lx55 Wx94 H. Most storage modules will have 3 sections that
cannot exceed a width of 14 5 . Each section will have 4 levels
staggered in the front and even in the rear. The first level is to be
15 L and be as close to the floor as possible, the second level is to
be 14 6 L, the third level is to be 14 L and the fourth level is to be
6 6 L. Each level will have 3 lanes, 17 1/2 to 18 wide, separated with
full length front to rear guides 1 1/4 H. Each lane will have 3 full
length metal roller tracks equally spaced within the lane with required
roller cross supports. Each level shall have 21 between the top of the
roller to the bottom of the next levels frame. Each level is to be
slopped at an angle (estimated at 4 degrees) so that all containers in
each lane will easily roll down to the front and stop as the
front/first container is removed. Each level must be able to be
adjusted up or down in 1/2 increments.Each section is to consist of 2
upright frames connected together. The rear frame of each section must
be designed to hold an additional 1,000 lbs minimum on top, one pallet
load of supplies. On top of each rear upright frame will be wire
decking, estimate 55 Wx44 D, 2 x4, 4 gauge mesh with a front lop down
and a rear lip up to prevent containers from falling off the decking.
The shoe storage will consist of two sections. These sections are to be
15 Lx58 W (ID) x 94 H. Each section will have 8 levels, even at the
front and rear. The first through seventh levels are to be 14 5 L with
the eighth level being 7 6 L. Each level will have 5 lanes, 11 wide
and separated with full length front to rear guides 1 1/4 H. Each lane
will have 2 full length flat plastic roller tracks equally spaced
within the lane with required roller cross supports. Each level will be
9 1/2 between the top of the roller to the bottom of the next levels
frame. The non-powered conveyor will consist of an estimated 280 of
conveyor rollers with stands and 3 -- -3 L spring hinge personnel
gates, locations to be determined by the Government upon award. Rollers
are to be 1 3/8 W x 18 L spaced 3 apart on center. Roller sections are
to be 36 off the floor with 32 clear height underneath. Roller
sections are to be leveled and stands secured to the floor with anchor
bolts. Roller sections are to have guide rails on both sides, 1 1/4 H
and stops 2 H at designated ends (Qty 6). Offerors shall provide color
samples used on the gravity flow racking system. Contract Line Item
0002: Installation of all materials listed in CLIN 0001. All offerors
must provide descriptive literature (layout, drawings and
illustrations) IAW FAR 52.214-21. Drawing of Government installation
site is available upon request. The delivery of materials must be FOB
Destination. Deliveries may be made Monday through Friday except
Federal holidays. Delivery and installation of materials will be at
Marine Corps Recruit Depot, Clothing Dept., Bldg. 219, San Diego, CA
92140. The period of installation is September 27, 1997, through
October 3, 1997, only. Inspection and Acceptance will be performed at
destination by Government personnel. The provision at 52.212-1,
Instructions to Offerors -- Commercial items, applies to this
acquisition. FAR 52.212-2, Evaluation-Commercial Items, to include
specific evaluation criteria in paragraph (a): The Government will
award a Firm Fixed Price Contract resulting from this solicitation to
the responsible offeror whose offer confirming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors will be used to evaluate offers: 1)
The technical ability of the item to meet the Government requirement.
2) Past performance 3) Value based on price. Offerors shall include a
completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition. The following additional FAR clauses cited

Regulations Supplement (DFARS) clauses and provisions apply to this
acquisition: Offerors shall include a completed copy of provision
252.212-7000, Offeror Representations and Certifications-Commercial
Items. The clause at 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes applicable to Defense Acquisitions of
Commercial Items; 252.225-7001, Buy American Act and Balance of
Payments Program; 252.225-7012, preference for Certain Domestic
Commmodities. Each Offeror shall review the preceding clauses and
provisions incorporated by reference, and return a completed copy of
52.212-3 and DFARS 252.212-7000 with its offer. Copies of provisions
and clauses will be provided upon request. All offerors shall provide
its Commercial and Government Entity (CAGE) code and Data Universal
Numbering System (DUNS) number. A site visit will be held on July 25,
1997, 10:30 AM at Marine Corps Recruit Depot, Bldg. 219-Clothing Dept.,
San Diego, CA 92140. The Defense Priorities and Allocations System
(DPAS) assigned rating is DO C9E. Submit written quotes, to include
completed provisions, to Regional Contracting Office, 4411 Belleau
Avenue, Bldg. 310, Marine Corps Recruit Depot, San Diego, California
92140 on or before August 5, 1997, 4:00 PM, Pacific Standard Time.
