This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 as of 19 Mar 1997. This is unrestricted with SIC Code 3812. The Oregon Air National Guard at Kingsley field, Klamath Falls, Oregon is soliciting proposals for the design and fabrication of one (1) each: AREA CONTROL CENTER RADAR REMOTING SYSTEM (RRS) In accordance with the Statement of Work and Specifications. The purpose of the system (RRS) is to accept, process, and display range information from multiple sensors. this system will replace and enhance existing systems. The system architecture (including software) proposed shall have been fully operational at another air Force Range control Facility (RCS) for at least one year prior to proposal submission. The system shall have current certification by the Federal aviation Administration and shall contain state of the art commercial Off the Shelf (COTS) equipment. all hardware and software shall utilize certified industry standard interfaces, formats, and protocols. COTS equipment shall, for the purposes of the RRS, be defined as "hardware and /or software in regular production sold in substantial quantities to the general public or industry at established market or catalog prices." Software provided for the RRS Shall be a nondevelopmental item (with the exception of Miodifications made to COTS shall be limited to the addition of Printed Circuit (PC) boards with required capability such as extra memory, graphics pricing capability, etc. software modifications shall be limited to this requirement by Kingsley ANGB peculiar requirements such as the number and type of radar inputs, maps, operator functions, etc. The intent of this is to avoid the procurement of a developmental product. Due to the urgency of this requirement the soliciations is limited to 15 days and Copies of the SOW and Specifications are available immediately. Required installation and delivery is thirty (30) days after receipt of award. Provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Proposals will be evaluated based on: 1) All requirements of the specifications and SOW, 2) Compliance with the Required Delivery Schedule. 3) FOB: Destination and 4) Past performance.
