Lisa Rea-Phillips, lreaphil@ems.jsc.nasa.gov. NASA/JSC plans to issue
a Request for Offer (RFO) for an initial 4 month study focused on
designing lightweight, flexible radiators that will attach to the
outside of the envisioned interplanetary transit habitat. The transhab
vehicle is launched to Earth orbit aboard the Space Shuttle, deployed
from the payload bay, and inflates prior to human habitation and
trans-mars injection. The design of the body-mounted radiators must
address the unique requirements of this Martian vehicle including such
issues as attachment and compatibility with inflation techniques while
maintaining the ability to reject 20 kW using the available 180 m2
external area. Additionally, these radiators must strive to achieve a
mass goal of 3.75 kg/m2 and minimize pressure drop. Following the phase
1 design work, an optional phase 2 may be implemented. The phase 2
effort will be an 8 month period of performance that includes material
development and fabrication of a prototype radiator which will be
tested in thermal/vacuum conditions at NASA/JSC. Multiple contracts
will be awarded for the Phase 1 system design stage with down selection
envisioned for the Phase 2 fabrication stage. This procurement is being
conducted under the NASA MidRange Pilot Test Program approved by the
Office of Federal Procurement Policy. The Government does not intend to
acquire a commercial item using FAR Part 12. See Numbered Note 26. All
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
8/1/97 with an anticipated offer due date of on or about 8/30/97. An
ombudsman has been appointed -- See Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in MS-Word format and will reside on
a World-Wide Web (WWW) server, which may be accessed using a WWW
