Division, roe.kathleen@epamail.epa.gov. The U.S. EPA plans to negotiate
on a sole source basis with Southern Research Institute for the
development of automated Fourier Transform Infrared (FTIR) field
control procedures to complete integrated FTIR control software. USEPA
Air Pollution Prevention and Control Division is developing in-house
FTIR field testing and data analysis, and to facilitate this
development effort, APPCD requires training and guidance in the
execution of FTIR field procedures, data analysis methods, and QA
procedures. The scope of this purchase order is the development of a
software system which automates the execution of the field data
analysis methods that will simplify/coordinate the collection and
manipulation of data in the field. The Contractor shall then install
the system in EPA equipment and train EPA personnel in its use. See
Note 22. To the best of EPA's knowledge Southern Research Institute is
unique it's knowlege and expertise in this technology to automate this
process. However any firm which is capable of meeting these
requirements may submit technical documentation to establish that it
