requirement is to provide software engineering programming and
technical services involved in all aspects of information processing.
These services shall supplement in-house software development/design
efforts which include Active Sonar Processing, Passive Sonar
Processing, Transients Processing, Signal Conditioning,
Detection/Tracking, and Active Classification. The services shall
support multiple ongoing surface ship sonar programs and projects such
as AN/SQQ-89, AN/SQQ-89BASIC, AN/SQQ-89(V)6, AN/SQQ-89(V)10,
AN/SQQ-89OBT, AN/SQR-18, AN/SQR-19, AN/URQ-25SIMAS, AN/SQS-26,
AN/SQQ-28LAMPS, AN/SQQ-28MTTU, AN/SQS-53A/B/C/D, AN/UYQ-65, AN/SQY-1,
APE, ASPR, ASWCS MK-116, BGMSS, EMSP, FMS, MSS, OBT, SDPU, SEMA,
SSASWAD, SLR, SSTD, AN/BSY-1, AN/BSY-2, AN/UYS-2A, AN/SQS-56, CD21,
ALCMS, SMLS, SSU, TAPEGEN, and TRU. The primary tasks are to provide
theoretical, analytical, experimental engineering, and technical
services in the design, development, and fabrication of new and
enhancements of existing techn ologies in the areas of Software/Systems
Engineering Development in Undersea Warfare for the Life Cycle
Maintenance (LCM) phase of information processing for DON Sonar
programs, Sonar Systems, FMS Sonar Systems, Anti-Submarine Warfare
(ASW), investigation and analysis of Program Trouble Reports and
Program Change Proposals, review and analysis of software Engineering
Change Proposals (ECPS), development of Class I and Class II software
ECPS, implementation and testing of software changes, preparation of so
ftware Engineering Release Authorizations, preparation of software
Version Description Documents, development of ECP cost estimates,
analysis of Computer Aided Software Engineering tools, and
investigation and resolution of on-site software failures and
malfunctions. Contractor shall have access to various NUWC facilities
as stated in the Statement of Work. Laboratory facility loading shall
be such that three shift operations will be necessary and scheduling of
facility will require work on any and all av ailable time slots. A Cost
Plus Fixed Fee (Level of Effort) type contract is anticipated. The
total Level of Effort for this five year contract is 374,900 man-hours.
The key categories and Level of Effort are as follows: Program Manager
(9,000 man-hours), Software Engineer Level 3 (2,700 man-hours),
Software Engineer Level 2 (42,800 man-hours). SIC is 8711. This
