The Fleet and Industrial Supply Center Norfolk, Detachment Philadelphia intends to lease, through full and open competition, two hundred and forty (240) network access telephone lines for the Acute Care Facility of the Naval Medical Center, Portsmouth, VA. The required services will include the Common Network Interface (CNI), Common Channel Signaling System Number 7 (CCS/SS7), out-of-band signaling system connectivity to a Government-owned Lucent Technologies 5ESS Digital Switching System. This dedicated digital network will include Individual Calling Line Identification (ICLID) on all 240 of the leased network access telephone lines. Twenty-five (25) of these lines will also support circuit switched data for the transmission and receipt of digital data traffic. The requirement is for twelve (12) months of the above referenced services, commencing 1 October 1997, with two option years. Responsible sources may submit an offer which shall be considered by this office. Local Exchange Carrier (LEC) certification by the Division of Communications of the Virginia State Corporation Commission is required before contract award. The award of a firm fixed price type contract is contemplated. The proposed solicitation is expected to be issued approximately 31 July 1997. In accordance with FAR 12.203, the closing date will be fifteen (15) days thereafter.
