Keammerlen, Contracting Officer, (312) 886-8581 The scope of work includes preparation and dissemination of a Consumer Guide to Electric Utility Restructuring. The awardee will gather data, develop, and publish 5,000 copies of the completed guide, which is to be styled as a simple handbook (not to exceed 20 pages in text), written at a sixth grade reading level, and should include a glossary, background information, a reference section for consumers to contact agencies within their own states for more state specific restructuring information, and status of individual state legislation. The completed guides are to be disseminated to all State Energy Offices and Weatherization Assistance Program offices and subgrantees in the Chicago Regional Support Office (CRSO) region, which includes the States of Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, and Wisconsin. It is anticipated that this guide will also be incorporated as part of the Chicago Regional Support Office Website. Personnel working on this project need to be thoroughly familiar with electric utility restructuring issues in general and have specific knowledge regarding legislative activity in all eight states within the CRSO Region. Delivery of the first draft will be required within 60 days after award; Final dissemination of printed material is required 250 days after award.
