509-376-5378 The U.S. Department of Energy, Richland Operations Office
is seeking sources to provide Microsoft computer training in
accordance with the following statement of work: A.1 GENERAL
REQUIREMENTS A.1.1: Scope of Work (Objectives): The contractor shall
provide services to the U.S. Department of Energy, Richland Operations
Office (DOE-RL) in support of Technical Qualification Program (TQP)
and the Occupational Safety Health Act (OSHA) training for DOE-RL
personnel. The primary course location will be the Tri-Cities
(Kennewick, Pasco, or Richland Washington) or at the DOE-RL Hanford
Site. The contractor shall provide the training, student materials, and
instructors for the applications described below. This training shall
be Occupational Safety and Health training. Contractor must have
previous experience in delivering standard OSHA courses. To meet TQP
requirements all courses must meet the following requirements: 1.Each
course shall have terminal learning objectives (or course goals) and
enabling learning objectives that are consistent with either Department
of Energy's "Guide to Good Practice For Developing Learning
Objectives," the Systematic Approach to Training," or accepted industry
standards. 2.Each course shall have a lesson plan, or detailed course
outline indicating the technical content of the training course.
3.Standardized course materials such as student guides, handouts,
texts, exercise guides, examinations and presentation materials.
4.Instructors have completed technical and instructional qualifications
to deliver technical training in the areas being taught. 5.There will
be a comprehensive end of course closed book, closed note written
examination. The successful competition of which will be required for
a student to receive credit for the course. Minimum passing grade for
these written examinations shall be 80%. 6.Course attendance will be
documented. A.1.2 The contractor shall provide these courses over a
period of three to four days to consist of the following OSHA Academy
/ Institute Courses: 1.OSHA600 OSHA Collateral Duty Safety & Health
Courses (4 courses); 2.OSHA309AEl electrical standards (1 courses);
3.OSHA316 DOT Compliance (1 course); 4.OSHA317 Confined Space (1
course); 5.OSHA318 Professional Safety Management (2 courses);
6.OSHA321 Trenching, Excavation and Soil Mechanics (2 courses);
7.OSHA329 Laboratory Safety (2 courses); 8.OSHA330 Cranes & Rigging (2
courses); 9.OSHA510 Basic Course in Construction Safety (3 courses);
10.OSHA521 Voluntary Compliance (1 course). Courses will be scheduled
to start thirty days after contract award, and be provided over the
period September -- January 1997 to accommodate the expected number of
students. The number of expected students will vary with a minimum of
100 and a maximum of 200. Training sessions for DOE-RL personnel are
to be scheduled for September 2, 1997 through January 31, 1998 to
accommodate the expected number of students. The number of expected

DELIVERABLES A.2.1 These training sessions for DOE-RL personnel shall
be in place and ready to start instruction by September 2, 1997. The
class schedules shall be arranged so that students can attend only
those applications they need to attend. A schedule of classes shall be
established that permits DOE-RL personnel to complete the training no
later than January 31, 1998, with a majority of the students completed
by November 30, 1997. Training sessions shall be offered during normal
working hours. QUOTATION INSTRUCTIONS: The U.S. Department of Energy,
Richland Operations Office (DOE-RL) anticipates awarding a
firm-fixed-price purchase order for the services described in this
Statement of Work. Offerors are requested to submit competitive
quotations and qualification statements that include the following: 1.
Certifications and experience in delivery of this type of training and
a contact name and phone number of customer who is willing to answer
questions as a reference. 2. Cost Quotation which includes breakout of
travel expenses in accordance with planned course delivery. Allowable
Federal Travel Regulation rates for the location of course delivery
are as follows: Hotel Allowance: $ 50.00 Per Diem (Meals) $ 30.00
